Volodymyr Martynenko: Our goal is to combine scientific developments and practical experience to overcome corruption in Ukraine

About 200 participants joined the scientific-practical forum, held on the initiative of the Public Council under the Ministry of Internal Affairs. These are representatives of the Gromrad under the Ministry of Internal Affairs, the High Anti-Corruption Court, the Department of Strategic Investigations of the National Police, the Dnipropetrovsk Regional State Administration, the police departments of the Dnipropetrovsk region, Zaporizhzhia and Transcarpathia, the territorial units of the State Emergency Service and the State Fiscal Service, the Main Territorial Department of Justice in Dnipropetrovsk Oblast, Dnipropetrovsk District Administrative Court, Prosecutor's Office, NGOs and scientific institutions of Kazakhstan, Poland and Lithuania.

Chairman of the Gromrad under the Ministry of Internal Affairs of Ukraine Volodymyr Martynenko noted that corruption in Ukraine occupies a prominent place among the problems that prevent the country from moving forward.

“Our goal is to combine scientific developments, practical experience, including international ones, in order to overcome corruption in Ukraine. Several new anti-corruption institutions have been created in our country, they work and have results. But, as practice shows, these results are not effective enough. Therefore, today we have to develop a more effective mechanism for applying anti-corruption legislation, create recommendations that can be used in the law-making process in the future,” Volodymyr Martynenko stressed.

Vice-rector of the university, Professor Larysa Nalyvaiko, noted that corruption is perhaps the most urgent among the problems that worry society and hinder the economic development and progress of the country.

“Today's event will bring together the efforts of scientists, practitioners and civil society institutions to create an effective system to counter this phenomenon. The result of the conference will be recommendations in the form of a resolution, which, we hope, will be useful both for the law-making system and for state institutions,” said Larysa Nalyvaiko.

In turn, Deputy Head of Dnipropetrovsk Regional State Administration Irina Hrytsai noted that today Dnipropetrovsk region is a leader among other areas in terms of the pace of implementation of decentralization reform, attraction of foreign investment, development of transport, social infrastructure and business.

“It is extremely important for our foreign partners and investors to understand transparency and prevent any manifestations of corruption. She is our internal enemy. And only through the joint efforts of scientists, practitioners and civil society will we be able to overcome this enemy,” the deputy governor is convinced.

The participants of the conference considered various aspects of preventing and combating corruption, noted the important role of civil society and the media in combating this negative social phenomenon.

During the discussion, the foreign experience of combating corruption in the conditions of a globalized society, the peculiarities of the application of the norms of the Code of Ukraine on administrative offenses, as well as the peculiarities of the application of the norms of the Criminal Code in domestic and international practice were discussed. In particular, the President of the Foundation of the Academy of Scientific, Academic Abilities and Exchange (Republic of Poland) Rafal Lisut and the Chief Scientist of the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan Talgat Makhanov in their speeches shared the experience of their countries, which also went through a difficult path The fight against corruption.
