Volodymyr Martynenko: Anti-corruption achievements of scientists should be applied in practice

During the scientific forum, which was co-organized by Gromrada at the Ministry of Internal Affairs, the activities of authorized bodies and special bodies with investigative functions, lawyer and judicial practice in this direction were discussed.

The conference was attended by law enforcement officers, representatives of the Consultative Mission of the European Union in Ukraine, higher education institutions of Ukraine and other states.

As emphasized by the Chairman of the Gromrad under the Ministry of Internal Affairs of Ukraine, head of the Public Union “Center for Prevention and Counteraction of Corruption” Volodymyr Martynenko, such measures are relevant, because they intensify the search for ways to improve the interaction of law enforcement agencies of Ukraine and justice bodies in anti-corruption activities.

“Everything that is learned by science must find application in practice. Let's not just draft documents, but implement them. And, I am sure, then we will be able to overcome corruption,” Volodymyr Martynenko stressed.

Dmytro Shvets, rector of KHNUVS, emphasized the relevance of scientific research on corruption as a negative social phenomenon.

During the meeting, the participants of the event considered various aspects of preventing and combating corruption. In particular, the head of the Kharkiv police Valery Sokurenko emphasized the need to introduce electronic document flow following the example of European countries, which will significantly reduce the possibilities of corruption manifestations.

President of the Criminological Association of Ukraine, Academician of the National Academy of Legal Sciences Oleksandr Bandurka noted that there are no problems with legal support against corruption, the problem lies in the implementation of laws.

In his turn, the head of the Corruption Prevention Department of the Department of Corruption Prevention and Lustration of the Ministry of Internal Affairs of Ukraine Serhiy Yaremenko noted the need for effective prevention of corruption manifestations: “The system of preventive measures does not give quick results, but is much more effective than punitive and repressive methods. It is this direction of work of the Department for the Prevention of Corruption and Lustration of the Ministry of Internal Affairs of Ukraine that pays a lot of attention.”

In Kharkov, Robert Zhulkiewski recalled the experience of Poland, which has also gone through a difficult path in the fight against corruption. He noted that, first of all, it is necessary to change the mentality of citizens, because this is the main key to the result.

Section meetings were held in the following areas: activities of authorized bodies and special bodies with investigative functions; law practice; judicial practice. The participants of the conference assessed corruption risks and determined the features of the functioning of the system of preventing and combating corruption in the activities of their departments and institutions. The lively discussion prompted the recognition of the important role of civil society and the media in preventing corruption and combating its manifestations.

In addition, the round table “Determination of corruption risks in the activities of the Ministry of Internal Affairs of Ukraine, ways of preventing and countering corruption in the Ministry of Internal Affairs of Ukraine” was held within the framework of the conference, which was attended by representatives of the anti-corruption and communication units of the National Police, the National Guard, the State Border Guard Service, the State Emergency Service, the Ministry of Internal Affairs Gration Service, Service Centers of the Ministry of Internal Affairs, institutions and organizations of the Ministry of Internal Affairs system and representatives of the public of Kharkiv, Sumy and Poltava regions. The participants of the round table discussed, in particular, the prevention and resolution of conflicts of interest in the Ministry of Internal Affairs, approaches to the organization of anti-corruption in the internal affairs system, the assessment of corruption risks in the activities of the Ministry of Internal Affairs and measures to eliminate them, the legal aspects of preventing corruption in the service centers of the Ministry of Internal Affairs.

During the round table, methodological recommendations on the organization of work on the prevention of corruption of legal entities belonging to the sphere of management of the Ministry of Internal Affairs, prepared by the scientists of KHNU were presented.

Based on the materials of the conference and the round table, a collection of abstracts and reports was published.
