The Conference “Implementation of State Anti-Corruption Policy in the International Dimension” was held at the National Security Agency

Today, December 12, the National Academy of Internal Affairs held the IV International Scientific and Practical Conference “Implementation of State Anti-Corruption Policy in the International Dimension”, dedicated to the International Day Against Corruption.

 

The scientific forum was attended by about 300 representatives of various industries: authoritative domestic and international experts, public sector managers, members of public organizations. As noted by the Rector of the National Academy of Internal Affairs Volodymyr Cherney, wide geography and authoritative representation are ensured thanks to the assistance of the organizers — the Ministry of Internal Affairs of Ukraine, the NAACP, the Consultative Mission of the European Union in Ukraine, the National Academy of Legal Sciences of Ukraine and the Public Union “Center for Prevention and Counteraction of Corruption Ptions.”

Deputy Minister of Internal Affairs of Ukraine Sergey Goncharov noted that corruption is a sensitive issue for Ukraine. And it is important how the state fights this phenomenon.

Thus, the Ministry of Internal Affairs introduces maximum digitization of services, which eliminates corruption risks. The Department is constantly working to prevent and combat corruption.

“Events such as today's conference are a positive step that allows us to communicate, spread positive experiences, develop new approaches and be more professional in the issue of confronting corruption,” said Serhiy Goncharov.

Separately, he stressed the important role of international partners helping in the anti-corruption direction.

FRÉDÉRIK WESSLAW, Vice-President of the European Economic and Social Commission in Ukraine, stressed that the fight against corruption is one of the central issues in the cooperation of the Mission with the Ukrainian state authorities.

“Implementation of anti-corruption projects is a key theme of our activity in Ukraine. The mission provides support in this direction, in particular, the Ministry of Internal Affairs, the National Police, the SBI, the Prosecutor General's Office. The IMES also supports the idea of introducing an anti-corruption specialty in higher education institutions,” noted Frederik Wesslau and assured that the Mission will contribute to the implementation of the recommendations developed during the conference.

Deputy Head of the Ministry of Internal Affairs Anton Gerashchenko also joined the international scientific forum at NAVS. He is convinced that overcoming corruption in Ukraine is not possible through the creation of some new anti-corruption state body.

“It is possible to combat this phenomenon on the basis of three components: the formation of zero tolerance to corruption, the bringing to justice of all persons involved in corruption and a decent salary of civil servants,” Anton Gerashchenko said.

Deputy Minister of Social Policy Serhiy Nizhinsky stressed that an important tool in the fight against corruption is communication between law enforcement and other state bodies.

“Our cooperation with the Ministry of Internal Affairs and the Department of Cyber Police of the NPU is very effective,” said Sergey Nizhinsky. He also noted the tremendous work of the Public Council under the Ministry of Internal Affairs in the fight against corruption.

Chairman of the Public Council under the Ministry of Internal Affairs Volodymyr Martynenko noted that the conference is the result of a number of anti-corruption measures.

“Today's scientific forum was preceded by three stages, each of which received the status of an international scientific and practical conference. They took place in the autumn in the departmental universities of the Ministry of Internal Affairs in Dnipro, Lviv and Kharkiv and brought together more than 1000 scientists, law enforcement officers and law enforcers,” Volodymyr Martynenko said.

In addition, according to him, on the initiative and organization of the Gromrad under the Ministry of Internal Affairs, 10 roundtables on anti-corruption topics were held in different regions of the country this year. They will be joined by about 2 thousand participants, in particular authorized anti-corruption units of all internal affairs bodies.

Vladimir Martynenko thanked the IEC for its help in organizing the mentioned events.

“We and the European Commission agreed to conduct a thorough monitoring of the implementation of the recommendations of these round tables. And our next step will be to hold an international scientific and practical conference in one of the countries of the European Union,” Volodymyr Martynenko said.

The participants of the forum discussed draft amendments and additions to the legislation, recommendations on practical implementation of preventive anti-corruption measures, ways to intensify the fight against corruption crime and issues of training personnel of relevant specialization, taking into account the provisions of international legal documents and foreign experience.

Conference participants will work on materials and already developed recommendations within a week. Therefore, the generalized recommendations will be transferred to the subjects of the legislative initiative and the authorities for implementation.
