Scholars and practitioners discussed ways to combat corruption at the international conference in KHNUVS
The International Scientific and Practical Conference “State and Prospects of the Fight Against Corruption in Ukraine” was held today, November 27, at the Kharkiv National University of Internal Affairs in online format.
The co-organizers of the event — the Ministry of Internal Affairs, the Consultative Mission of the European Union, the Public Council under the Ministry of Internal Affairs, the KHNU and the CSC “Center for Prevention and Counteraction of Corruption” — set themselves the goal of finding ways to improve the effectiveness of the state anti-corruption policy. More than 150 participants joined the event. Domestic scholars and practitioners, international partners discussed problems arising in the anti-corruption sphere, paid attention to both legislative and practical aspects of anti-corruption activities.
As noted by the Chairman of the Public Council under the Ministry of Internal Affairs, adviser to the Minister of Internal Affairs Volodymyr Martynenko, despite the situation with the pandemic, the situation with the anti-corruption crisis in Ukraine should not be ignored.
“We have reformatted our events and we meet online, but we do not reduce the activity. We are holding an international conference on anti-corruption issues at the KhNUVS for the second time. And we plan to continue this tradition in the coming years. At the same time, we continue to cooperate with our international partners. In particular, a special questionnaire for citizens has been developed together with the EMCDDA. The results of the survey will help to see the real state of corruption in the country,” Volodymyr Martynenko said.
He also noted that cooperation on improving anti-corruption legislation with the National Academy of Legal Sciences of Ukraine continues. Recall that in October the Gromrad under the Ministry of Internal Affairs and the National Academy of Legal Sciences signed a Memorandum of Cooperation.
Academician of the National Academy of Legal Sciences of Ukraine Oleksandr Bandurka stressed that corruption in the country, despite the activities of a number of anti-corruption bodies, continues to grow, restraining the inflow of investments, negatively affecting all processes in Ukraine. According to the scientist, this negative social phenomenon should be investigated more widely in all manifestations.
“In addition to open, classical corruption, which falls under the norms of the Criminal Code, there is still latent corruption. Inaction, in particular, is also a form of corruption, which has the same negative consequences, but which we do not investigate,” said Oleksandr Bandurka.
Rector of Kharkiv National University of Internal Affairs Dmytro Shvets stressed the relevance of the conference topics.
“The issues raised for discussion today are extremely important for the development of both the state and the system of internal affairs bodies of the Ministry of Internal Affairs,” the head of the department of higher education is convinced. Separately, he drew attention to the importance of studying international experience and expressed gratitude to the ECSC for fruitful cooperation in the field of anti-corruption.
In his turn, Joseph Julai, Senior Advisor on Anti-Corruption of the European Union Advisory Mission, spoke about the foreign anti-corruption experience on the example of Hungary. Specifically, it was about the National Security Service and the tools it uses: lifestyle monitoring and integrity checks.
According to Volodymyr Martynenko, recommendations will be developed based on the results of the conference. In addition, he reminded that on December 9-10, the International Scientific and Practical Conference “Implementation of State Anti-Corruption Policy in the International Dimension” will be held at the National Academy of Sciences, where the results of the previous three stages will be summarized: today's event, discussion panel “Features of anti-corruption policy in Ukraine and abroad. states”, held on November 6 at the Lviv Polytechnic Institute within the framework of the International Scientific and Practical Conference “Theory and Practice of Combating Crime in Modern Conditions”, and the II International Scientific and Practical Conference “Discussion Issues application of anti-corruption legislation”, which took place on November 17 on the basis of DDUVS.
