Gromrad under the Ministry of Internal Affairs supports the development of the draft law on “thieves in law”

Discussion of this and a number of other draft regulations were on the agenda of the regular meeting of the Public Council under the Ministry of Internal Affairs, held today, March 3. The meeting was attended by Director of the Department of Communications of the Ministry of Internal Affairs Artem Shevchenko and his deputy Viktor Bulayev, as well as First Deputy of the Department for Ensuring the Activities of NPU Chairman Sergey Redka.

According to the head of the Gromrad under the Ministry of Internal Affairs Volodymyr Martynenko, the members of the advisory and advisory body at the end of last month participated in public consultations on the draft concepts of state policy of the Program of Activities of the Cabinet of Ministers of Ukraine, for which the Ministry of Internal Affairs is responsible for the achievements of the Ministry of Internal Affairs.

“These concepts provide for the preparation of a number of regulatory and legal acts, in particular, provided for by the Strategy of the Ministry of Internal Affairs 2020. The public should be actively involved in this work: both members of the Public Council and representatives of civil society institutions,” Volodymyr Martynenko is convinced.

In his turn, Director of the Department of Communications of the Ministry of Internal Affairs Artem Shevchenko noted the close and productive interaction of the Ministry of Internal Affairs and the Public Council.

“Today the Ministry of Internal Affairs is full: the department faces many challenges, as always. And now we need the support of the public, in particular in the development of a package of draft laws on road traffic, developed by the Ministry of Internal Affairs, as well as on the so-called draft law on “thieves in law”, - said Artem Shevchenko.

The Public Council was also involved in the discussion of the package of draft laws on road traffic, consisting of four projects.

“These projects provide for increased liability for traffic violations, both for drivers and pedestrians. In addition, there are innovations related to the mandatory use of reflective elements by pedestrians in the dark. The goal of these projects is to reduce mortality on our roads,” Volodymyr Martynenko stressed. On his proposal, the Gromrad will work on draft laws within a week to provide constructive proposals before the adoption of this package for discussion in the walls of the Parliament

The draft Law of Ukraine “On Amendments to the Criminal Code of Ukraine on Liability for Crimes Committed by the Criminal Community” was discussed separately.

According to Serhiy Redka, First Deputy of the Department of Ensuring the Activities of the Head of the National Police of Ukraine, the introduction of the concepts of “criminal community” and “thief in law”, the mechanism of responsibility for the illegal activity outlined by these concepts is an urgent need in Ukrainian society. After all, the adoption of similar laws in neighboring Georgia and the Russian Federation caused a criminal pilgrimage to Ukraine, which provoked an increase in crime, in particular, illegal possession of vehicles, theft from cars, pickpocketing, robbery and robbery.

“Without changes to the legislation, it is difficult to solve this problem,” Serhiy Redka stated.

In view of the situation with the consideration of the project, the Public Council under the Ministry of Internal Affairs decided to support this legislative initiative both at the level of discussion and by sending relevant appeals to the Verkhovna Rada of Ukraine and its relevant committee.

Another item on the agenda was the discussion of the draft law “On strengthening criminal liability for illegal possession of vehicles”. It will continue beyond today's meeting and will conclude with the development of proposals together with the criminal unit of the police.

Another NPA project, which will be discussed in Gromrad under the Ministry of Internal Affairs and in its specially created working group, is the law on weapons.

“Two projects — 1222 and 1222-1 — were withdrawn in order to form one solid law from them,” Volodymyr Martynenko reported on the results of the discussion in the relevant committee of the Verkhovna Rada. According to him, the process of developing a document requires the interaction of developers with performers: only this will make it possible to achieve an optimal result.

The participants of the meeting also discussed the plan of the upcoming events of the Gromrad, including a roundtable on anti-corruption issues on the basis of the Odessa State University of Internal Affairs, to be held on March 20, 2020. In addition, at the end of March, a roundtable on the activities of the police on water and air support is planned, in which representatives of the specialized unit of the NPU, the Ministry of Infrastructure of Ukraine, the Main Service Center of the Ministry of Internal Affairs, scientists and experts will be invited to participate.
