Gromrad under the Ministry of Internal Affairs initiated an international anti-corruption conference

The II International Scientific and Practical Conference “Discussion Issues of the Application of Anti-Corruption Legislation” became a platform for the exchange of opinions and developments. The event was held today, November 17, in the format of an online conference on the basis of the Dnipropetrovsk State University of Internal Affairs.

The forum, initiated by the Public Council under the Ministry of Internal Affairs, was joined by domestic scientists and practitioners, foreign partners and international organizations. As emphasized by Volodymyr Martynenko, Head of the Gromrad at the Ministry of Internal Affairs and head of the CSC “Center for Prevention and Counteraction of Corruption”, this format of the composition of participants is already traditional for scientific and practical activities on anti-corruption topics, implemented thanks to the consultative and advisory body under the Ministry of Internal Affairs affairs.

“This year is not the first event where we discuss the issue of preventing and combating corruption. We started work with the discussion panel “Features of anti-corruption policy in Ukraine and foreign countries” within the framework of the International Scientific and Practical Conference “Theory and Practice of Combating Crime in Modern Conditions”, which was held at the beginning of November on the basis of LvDUVSC. Ahead is a conference at KHNUVS and summing up at the V International Scientific and Practical Conference, which will be held at the National Security Agency on December 9-10,” said the head of the Gromrad at the Ministry of Internal Affairs.

According to him, topical issues of anti-corruption activities have gained new sharpness and therefore it is worthwhile to devote maximum effort to solving them.

“Now there is a kind of crisis in the country - anti-corruption. Therefore, we will discuss the most relevant practical aspects in order to form solid recommendations that will help to overcome this crisis,” said Volodymyr Martynenko.

At the same time, the rector of Dnipropetrovsk State University of Internal Affairs Andriy Fomenko added that such a conference at DDUVS is being held for the second time. The number of participants, the involvement of experienced scientists and practitioners from law enforcement agencies, and not only domestic ones, indicates that the organizers achieved the goal and created a professional platform for the exchange of experience and proposals.

Joseph Julai, Senior Advisor on Anti-Corruption of the European Union Advisory Mission to Ukraine, stressed that the ECHR, among other projects, actively supports initiatives aimed at making the public sector transparent and free from corruption.

Among the topics that the speakers and participants of the discussion paid attention to were the definition and analysis of corruption risks as a component of corruption prevention in the National Police, the criminal-legal problems of the provocation of bribery, the peculiarities of the activities of the police in the conditions of the updated anti-corruption strategy, the problems of registration and consideration of reports on corruption Ptsium, etc. The anti-corruption experience of their country was shared by specialists of the Academy of Law Enforcement Bodies under the Prosecutor General's Office of the Republic of Kazakhstan, in particular, Erbol Omarov, the chief scientist of the Academy, highlighted the problems of qualification of corruption offenses.

Based on the results of the discussions, recommendations will be made containing proposals for improving the current legislation.
