Anton Gerashchenko: The Ministry of Internal Affairs is ready to maintain bilateral communication with the Public Council and its initiatives

It should be noted that one of the tasks of Anton Gerashchenko as Deputy Minister of Internal Affairs is to ensure cooperation with the Public Council under the Ministry of Internal Affairs, in particular, to promote the realization by citizens of the constitutional right to participate in the management of public affairs, to exercise public control over the activities of the Ministry of Internal Affairs within the framework of the legislation, and to promote the consideration of the Ministry of Internal Affairs opinion during the formation and implementation of public policy.

The Deputy Head of the Ministry of Internal Affairs stressed the need for bilateral exchange of views between the department and the consultative and advisory body under it.

“We are ready to maintain bilateral communication with the Gromrada and its initiatives, in particular and first of all, so that the public is aware of all areas of the ministry's activities. I am sure that our cooperation will be regular and effective,” Anton Gerashchenko said.

During the meeting, several draft laws were discussed. Thus, proposals were voiced on the draft Law of Ukraine “On Amendments to the Law of Ukraine “On Road Traffic”, which prescribes a reduction in the speed of traffic on the streets of settlements, an increase in fines for an accident, an increase in the period of consideration of cases regarding drunk driving.

“After the end of the discussion, we will summarize and transmit our proposals to the Ministry of Internal Affairs,” Volodymyr Martynenko said, noting that the members of the Gromrad will continue work on this project outside the meeting.

In addition, the members of the advisory body together with representatives of the departments of the Ministry of Internal Affairs, the public and business entities whose activities relate to weapons and their circulation, and scientists discussed the draft Laws of Ukraine “On Weapons” (№1222) and “On the circulation of weapons” (№1222-1).

“None of these projects is perfect. No. 1222 is too detailed and contains a number of issues that need to be settled at the level of by-laws. While the alternative No. 1222-1 is more conceptual. Therefore, I propose to take it as a basis,” said Volodymyr Martynenko.

The participants of the discussion voiced a number of proposals for regulating the circulation of weapons, simplifying the procedure for registering both a permit for the possession of weapons and technical documentation for it. And, as Volodymyr Martynenko emphasized, a fundamentally important point for this bill is the establishment of legislative safeguards that will prevent persons who are capable of causing harm to themselves and others from owning weapons.

On the agenda of the meeting of the Gromrad was the continuation of cooperation with the Main Service Center of the Ministry of Internal Affairs. Recall that earlier the GSC appealed to the Gromrad regarding public monitoring. The mechanism of conduct has already been developed. The formation of the working group continues.

“We want to involve representatives of other civil society institutions in addition to the Gromrad under the Ministry of Internal Affairs in the monitoring of the GSC. Therefore, over the next two weeks we are accepting proposals to join the working group. Then we will hold a joint meeting with the GSC to take into account all the important points, and we will start monitoring,” said the head of the Gromrad at the Ministry of Internal Affairs.

The participants of the meeting paid attention to the work of the State Research Expert and Forensic Center of the Ministry of Internal Affairs, having decided to conduct a public examination of its activities. Volodymyr Martynenko stressed the need to revise tariffs for NDEKC services.

The results of the anti-corruption roundtables and scientific and practical conferences and similar events planned in the near future were also discussed.

“On November 8, the International Scientific and Practical Conference “Theory and Practice of Combating Crime in Modern Conditions” and the Round Table “Determination of Corruption Risks in the Activities of the Ministry of Internal Affairs, Ways of Preventing and Counteracting Crime in Modern Conditions” will be held on the basis of Lviv State University of Internal Affairs with the co-organization and participation of the Gromrad under the Ministry of Internal Affairs reforms in the Ministry of Internal Affairs,” Volodymyr Martynenko said.

Separately, he thanked the specialists of the Ministry and scientists of departmental institutions of higher education for their assistance and cooperation, in particular the Department for the Prevention of Corruption and Lustration and the Department of Personnel of the Organization of Educational and Scientific Activities.
