Personal reception of citizens

The Constitution of Ukraine guarantees everyone the right to send written appeals or personally address public authorities and their officials and officials.

Heads and other officials of state authorities regularly, on set days and hours, hold a personal reception of citizens. All appeals of citizens at a personal reception are registered and considered in the same order as written appeals.

Personal reception of citizens in conditions of martial law

Since 24.02.2022, martial law has been introduced in Ukraine, therefore, in order to prevent the penetration of unauthorized persons into the territory of the Ministry of Internal Affairs, to prevent the carrying of explosive objects, the buildings and the territory of the Ministry of Internal Affairs are under enhanced protection, blocking of the places of passage, passage to the territory of the Ministry of Internal Affairs, in number of reception of citizens. In this room there is no shelter where citizens could go during a personal reception when announcing the “Air Alarm” signal.

According to the explanations on the consideration of appeals under the conditions of martial law posted on the official website of the Verkhovna Rada of Ukraine Commissioner for Human Rights, the possibility of exercising certain rights of applicants may be affected by the establishment of enhanced protection and a special mode of operation of the authority, the establishment of a special regime of entry and exit, restriction of freedom movement, as well as the movement of vehicles. Due to the introduction of such and other security measures, the applicants' right to a personal reception by managers and other officials of public authorities, the right to be present at the consideration of an application or complaint, etc., may be subject to restrictions.

Given the foregoing, personal admission of citizens to the Ministry of Internal Affairs is temporarily not carried out. At the same time, citizens are provided with the opportunity to exercise the right to appeal by submitting oral or written appeals in certain ways.
