Reducing the number of accidents on the roads is possible - draft law 5798
Today, December 13, the Subcommittee on Legislation on Administrative Offenses of the Committee on Law Enforcement Activities of the Verkhovna Rada of Ukraine considered the draft law, which provides for the reduction of accidents on the roads. Thanks to the fixation of violations of traffic rules on the mobile application, the speed of response and punishment of violators is planned to increase several times.
Draft Law 5798 was submitted to the subcommittee by 34 MPs of Ukraine. The subcommittee was chaired by the Deputy Chairman of the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities Vyacheslav Medyanik.
Draft Law 5798 provides for fixing traffic violations from any mobile device on which a certain mobile application will be installed. First of all, it is planned to start fixing the following offenses:
1. Driving to the red light of the traffic light
2. Cross-section of the double lane
3. Passage on the public transport lane
4. Passage of a railway crossing on a prohibited signal
5. Obstruction of the passage of special equipment, in particular: fire engine, police car, ambulance.
It is planned that the recorded offense using a mobile application will be transmitted online to the police. Next, the witness receives an answer from law enforcement officers, regarding the registration of the violation and its further fate. In turn, the offender is sent a fine with the addition of a video recording of his violation.
Experts are confident that such an innovation will significantly speed up the police response to offenses, and drivers will become more cautious on the road knowing that their offense can be recorded at any time. Also, experts emphasize that thanks to this application, the number of unpunished offenders will decrease. After all, the application does not record who is currently driving a major, deputy or high-ranking official, so it will record absolutely all traffic violations.
It is also noted that thanks to the mobile application violations will be recorded even in the most remote corners of Ukraine. In towns and villages where it is not planned to install fixation cameras in the coming years, people will be able to independently record violations, which is the realization of the right of citizens to real people's rule.
The Ministry of Internal Affairs of Ukraine supports the draft law 5798. The Ministry of Internal Affairs is confident that thanks to innovations it will be possible to increase the literacy of drivers in knowledge of traffic rules and, most importantly, reduce the number of deaths on Ukrainian roads.
On December 15, on Wednesday, the Committee on Law Enforcement will consider the draft law No. 5798 at its regular meeting.
