What changes will professional military education undergo — discussed in the National Guard of Ukraine

Already from the beginning of the 2022 academic year (August - September), according to the plan, cadets of the Kyiv Institute of the National Guard of Ukraine should start training under the promising military education system adopted in NATO member countries. The main difference between the approaches of this education and the one available in Ukraine is the correlation with the career of an officer, when obtaining a higher rank and appointment to a higher position is preceded by a mandatory increase in the level of military education.

This was attended by the participants of the multilateral meeting today in the Main Directorate of the National Guard of Ukraine. The understanding of the concepts and features of the L-course system of military vocational education in the United States and Canada was discussed by representatives of the Group of Advisors on Doctrine and Education (DEAG) under the leadership of Lieutenant Colonel Robert Nesbit and the Joint Operational and Tactical Group of the Armed Forces of Canada in Ukraine (Operation UNIFIER) led by Pierre-Luu Lyaroshelya. Colonel Andriy Bestiuk, Deputy Head of the Doctrine and Individual Training Directorate of the General Staff of the Armed Forces, which have become pioneers in Ukraine, told about the experience and difficulties of implementing pilot courses under the NATO system in some of the Armed Forces colleges that have become pioneers in Ukraine.

The format of obtaining professional military education involves first training at the professional courses L-1A, L-1B (platoon) and L-1C (company) of the tactical level, then at the command and staff courses L-2 (battalion-brigade), then - at the L-3 course for officers of the joint staffs of the operational level in the ranks of sub-bases colonel-colonel and the course L-4 of the senior leadership of the strategic level (colonel-general).

“Today we focus our attention on the practical level of implementation of the pilot course of professional military education level L-1A and L-1B at the Kyiv Institute of NGU. We know the realities of Ukrainian legislation and that there is a difference in approaches to the creation of educational programs in different countries of the North Atlantic Alliance. We must find the basic and common ground in these approaches and adapt this system to Ukrainian realities. The focus of attention today is on the tactical level of education corresponding to the bachelor's level,” Colonel Volodymyr Hrabchak, Head of the Department of International Cooperation of the Main Directorate of NGU, told about the purpose of the round table.

Foreign advisers not only explained how L-courses are implemented in their own countries, but also told stories from their own experience: what are the advantages of such a system and how exactly such multilevel education and certain strict rules for the selection of candidates for positions justify themselves in the long term.

According to the results of the meeting, the parties agreed on the creation of a working group and cooperation in the development of the curriculum for the Kyiv Institute of NGU and the next meeting on the basis of the university.
