Today, July 15, the parliament voted to dismiss the Minister of Internal Affairs of Ukraine Arsen Avakov, who has headed the Ministry since February 2014.

291 MPs voted “for”.

On July 13, Arsen Avakov himself submitted an application for resignation from the post of Minister of Internal Affairs in accordance with the first part of Article 18 of the Law of Ukraine “On the Cabinet of Ministers of Ukraine”.

The Minister thanked the team of the Ministry of Internal Affairs, every officer, ordinary and employee for the years of joint work.

On July 14, the specialized committee on law enforcement activities recommended to the parliament to decide by voting whether to support or not support the statement of the Minister of the Interior Arsen Avakov about the resignation.

On the day of the parliament's vote on the resignation of the Minister of Internal Affairs Arsen Avakov, we give a list of achievements for 7 years of his tenure as the head of the Ministry of Internal Affairs.

Arsen Avakov initiated the creation of volunteer battalions, which became an outpost of defending Ukrainian independence from the Russian aggressor in 2014. So, it was thanks to the effective actions of the head of the Ministry of Internal Affairs that it was possible to defend the city. Kharkiv from attempts to seize the separatists. The Ministry of Internal Affairs of Ukraine did everything necessary to protect the territorial state integrity, namely: the established battalions received proper ammunition and were well equipped and motivated, while chaos reigned in the state.

In 2015, the initiative launched a new patrol police, which today is trusted by more than half of Ukrainians and which has taken over the functions of public order protection and traffic police.

The reform of the State Migration Service and the State Border Service of Ukraine has been launched, the main result of which is Ukraine obtaining a visa-free regime with 31 countries of the European Union and the Schengen zone.

The Concept of Integrated Border Management and a targeted law enforcement program have been developed and approved in the State Border Service of Ukraine. Arrangement and reconstruction of the state border, in particular the Ukrainian-Russian section, continues. The project “New Face of the Border” was launched, a special purpose detachment of the DOZOR was created.

A system of financial leasing for the purchase of housing for police officers and rescuers was created. As part of the program, 2265 apartments were purchased 1279 - for police officers, 986 - for rescuers.

The creation of an aeromedical evacuation system with the involvement of modern helicopters Airbus H-145 has begun. The project has been implemented in the Lviv region — these are 7 regions: Lviv, Zakarpattia, Ivano-Frankivsk, Volyn, Rivne, Ternopil and Chernivtsi regions. Kyiv region is also connected, it will provide assistance to Kiev, Vinnytsia, Zhytomyr, Kirovohrad, Poltava, Sumy, Chernihiv region and the city of Kiev.

The project of formation of a single safe space for territorial communities has been successfully launched. The project “Community Police Officer” has already been implemented in 279 communities, the level of trust in them is 70%.

The system of the Ministry of Internal Affairs is actively vaccinated against Covid-19 with the drug CoronaVac, developed by the Chinese pharmaceutical company Sinovac Biotech, and Comirnaty manufactured by Pfizer-BioNTech. The first dose was received by 184 123 employees of the Ministry of Internal Affairs, and 95 699 completed the vaccination.

Implemented large-scale projects with French partners:

They created the Unified System of Aviation Security of the Population, within which a contract was signed for the supply of 55 helicopters to Airbus Helicopter. The French manufacturer has already received 14 helicopters:

2 type H125 for DPSU;

2 type H145 for NPU;

10 type H225 (6 for SNS and 4 for NGU).

Strengthening maritime security and border protection systems: by 2024, DPSU will receive 20 of the most modern ships of the French company OSEA. 5 of them will be built in Ukraine by the company “Nibulon”. The contract provides for the training of 240 crew members and 120 technicians, as well as the establishment of service bases in Ukraine. In October of this year, the first patrol boat will be launched for testing.

We are implementing a project for the supply of drinking water in the city. Mariupol.

Arsen Avakov, as head of the Joint Ukrainian-French Commission on Economic Cooperation, concluded four Investment Agreements between the Governments of Ukraine and France for a total amount of EUR 1 billion 300 million. They provide for:

- renovation of the fleet of freight electric locomotives of JSC “Ukrzaliznytsia”. 130 electric locomotives from Alstom are expected to be delivered: 80 dual-system, 50 single-system machines.

- strengthening the protection of the population of Ukraine from emergency situations, namely the joint production of 370 units of fire engines - hoists for the work of rescuers at a height that is critically lacking.

- a project to improve water supply in the Luhansk region, by building new stations and drinking water networks. More than 1 million consumers will be provided with quality water.

- a project for the construction of an efficient water supply system in Kyiv. The quality of drinking water in the capital is expected to improve for more than 25% of local residents.

Currently, there are also a number of joint projects under development with the involvement of French companies and with the support of the French government, including:

- a project for the development of high-speed railway lines in Ukraine;

- project for the development of railway infrastructure in the Luhansk region;

- a project for the implementation of an electricity storage system;

- project to upgrade the infrastructure and equipment for the diagnosis of breast cancer;

- a new initiative to implement a project to modernize supply systems and improve the quality of drinking water in the city. Kharkov;

- a project to create a national air carrier of Ukraine.

This is only a small part of the projects implemented. But they did not manage to realize the most important thing - to provide police officers with decent wages. Because they risk their lives and health, do not sleep at night and do not have the opportunity to hug their loved ones every day, they should receive a good salary.
