Today, December 9, the VI International Scientific and Practical Conference “Implementation of State Anti-Corruption Policy in the International Dimension” began at the National Academy of Internal Affairs.

The online conference takes place on the occasion of the International Day Against Corruption and will last for two days.

“An important aspect in reducing the level of corruption is the digitalization of public services. The recipe for effectively overcoming this phenomenon is undoubtedly to distance the user of the services from the person who provides them. Today, mechanisms have been created in all CIOs of the Ministry of Internal Affairs systems to effectively combat corruption, their work needs to be developed,” said Minister of Internal Affairs of Ukraine Denis Monastyrsky.

The head of the law enforcement agency noted that the Ministry of Internal Affairs has plans for the digitization of services in various areas. First of all, it is the creation of a register of weapons, which will solve many issues in the field of leisure.

“Only by introducing appropriate mechanisms and creating clear procedures can we talk about overcoming corruption,” said Denis Monastyrsky.

During the conference, Deputy Minister of Internal Affairs Sergey Goncharov presented the main results of the sociological study “Corruption in the Ministry of Internal Affairs”, conducted with the support of the CMEC.

15% of respondents personally confronted the facts of corruption in the Ministry of Internal Affairs or its departments in the last year, while 71% of respondents saw such facts in the media.

Respondents also consider the effective activity of the service centers of the Ministry of Internal Affairs (48% against 18%) and the Patrol Police (51% against 36%).

In turn, Deputy Minister of Internal Affairs Bohdan Drapyaty recalled that over the past year, the service centers of the Ministry of Internal Affairs have introduced services of document searching, online license plate checking, ordering in the Electronic Cabinet of the driver of the insurance policy, delivery of a driver's license by mail.

“Corruption is a serious challenge that needs an appropriate response. The functioning of the National Police in general is under the impact of corruption risks, so effective counteraction allows us to respond to them in a timely and effective manner side by side with our partners,” said Deputy Head of the National Police Maxim Tsuckiridze.

According to him, most corruption crimes are committed in the budget system, land resources and the health sector. During this year, almost 11,200 protocols were drawn up, which is 2,000 more than in previous years. Almost 80% of these protocols are fixed by court decisions, that is, there is compensation for damages.
