In Odessa, law enforcement officers exposed officials in appropriating almost 700 thousand hryvnias of budget funds allocated for the repair of an animal shelter
The director of the construction company and the head of one of the departments of the Capital Construction Department of the city council are suspected of illegal actions.
It was established that the man with whom during the implementation of the project “Public budget of the city. Odessa” an agreement was concluded on the implementation of repairs on a communal property designed for the maintenance of homeless animals, violated the requirements of design and estimate documentation. Consciously, silencing this fact, he entered into the act of work performed information that did not actually correspond to the established volumes and cost. Instead, the woman, before accepting and signing the document with false information, was supposed to check the work of the contractor, but did not fulfill her official duties. As a result, the builder appropriated more than 668 thousand hryvnias from the city budget.
During the pre-trial investigation, which was conducted by investigators of the police department No. 3 of the Odessa district police department No. 1 under the operational support of the Criminal Investigation Department of the GUNP in the Odessa region and under the procedural direction of the Suvorov District Prosecutor's Office of the city of Odessa, the defendant was informed of the suspicion of committing a crime of the provisions of Part 5 of Art. 191 (Possession, squandering of property or possession of it by abuse of official position committed on particularly large amounts) and part 2 of Art. 366 (Official forgery) of the Criminal Code of Ukraine, and the defendants — Part 2 of Art. 367 (Civil negligence) of the same code.
At present, the materials of cases with indictments were sent by law enforcement officers to the court. For illegal actions, a man is threatened with imprisonment for a term of seven to twelve years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with confiscation of property. A woman may be punished with imprisonment for a term of two to five years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and with a fine of two hundred fifty to seven hundred and fifty of the non-taxable minimum income of citizens or without it.
