The implementation of the “Safe Country” complex will make it possible to build a multi-level security management system of Ukraine
To create a unified state system of comprehensive security and to increase the level of public security, law order and security of the living environment of citizens are aimed at building and developing the software and hardware complex “Safe Country”. The project is included in the list of the main tasks of the sectoral program of informatization of the Ministry of Internal Affairs of Ukraine for 2021-2023 and approved by the Government as one of the priority directions of digital transformation for the period until 2023.
This was emphasized by the Director of the Department of Informatization of the Ministry of Internal Affairs of Ukraine Igor Bondarenko during the All-Ukrainian Forum “Ukraine 30” on May 13, where he presented the concept of implementation of the “Safe Country” complex.
“According to the strategy of the Ministry of Internal Affairs of Ukraine, one of the important tasks is the development and implementation of the security environment “Safe Country” as a functional subsystem of the Unified Information System of the Ministry of Internal Affairs of Ukraine, - Ihor Bondarenko noted. - Integration of such a new functional subsystem into the existing information space of the Ministry of Internal Affairs of Ukraine allows immediate access for the necessary analysis of information from other national electronic information registers and databases. It will also make it possible to quickly provide other interested parties with access to the information received by the functional subsystem.”
The “Safe Country” complex is aimed at countering threats to public security, law order and environmental safety and, together with state security systems, creates an intelligent multi-level security management system of Ukraine as a whole and each municipal unit in particular.
Implementation of measures for the construction and development of the “Safe Country” complex allows to provide:
· modeling of various scenarios of occurrence of potential threats to the safety of the population and taking measures to eliminate such threats; · registration and tracking of the statuses of reports of various kinds of events (accidents at enterprises, including transport, fires, accidents cases, traffic accidents, crimes, etc.);
· management of municipal infrastructure; · aggregation of information through a single
information environment.
“The organizational model of the software and hardware complex “Safe Country” provides for the integration of the central level with other functional subsystems of the EIS of the Ministry of Internal Affairs and will allow law enforcement agencies to analyze the information received in real time, and, as a result, significantly increase the speed of response to events, including criminal ones to the “, - emphasized Igor Bondarenko. The central level of the complex “Safe Country” provides connectivity
to it regional levels, which in turn unite local levels. This scheme allows you to obtain at higher levels all the necessary data for processing, analysis, search, storage, centralized monitoring and management (video data, metadata, video analyst data, archives, event signals, etc.). “In Ukraine, many cities already have the necessary infrastructure to work in the software and hardware complex
“Safe Country”, but the work is in order is only for monitoring. Such practice is ineffective, - said I. Bondarenko. “Connecting the infrastructure of municipal units to the Safe Country complex will allow obtaining data for analytics, which will significantly increase the efficiency and level of security.”
