The Minister of Interior Arsen Avakov has announced it today, on March 30, during the signing of the Memorandum of Understanding between the State Emergency Service (SESU) and the French company Echelles Riffaud, a manufacturer of the high-rise ladder platforms for the fire trucks.

The document was signed by the Head of the State Emergency Service of Ukraine Mykola Chechotkin, the Director General of Echelles Riffaud Benjamin Kustier and the Export Director of the company Mark Larov.

Arsen Avakov said that a critical situation has developed in the fire and rescue units with modern technical means to extinguish fires and rescue people from high-rise buildings. The existing equipment has been in operation for more than 40 years, and 90% of it have already exhausted its performance potential due to all the established terms of operation.

“Unfortunately, Ukraine has not produced and does not produce such equipment. Therefore, the Ministry of Interior, together with French partners, have agreed on the production of modern firefighting equipment for the Ukrainian rescuers, ”- the Minister of Interior said.

Arsen Avakov noted that as a result of negotiations with French manufacturers of firefighting equipment, the Echelles Riffaud, which has been on the market for more than 150 years, was selected.

“We are talking about the production of complexes with an high-rise ladder platform up to 33 and 42 meters. However, an important aspect of bilateral cooperation remains the condition when French-made vehicles will be assembled at Ukrainian plants. It is planned to purchase 370 such fire trucks. In addition, our specialists will be trained by their French colleagues, ”- the Minister said.

Arsen Avakov noted that the cost of the contract is 300 million euros. However, the French party agreed on the terms of long-term loans, which is calculated for 10 years.

“The result of our fruitful cooperation with the French Embassy in Ukraine was today the signing of the Protocol of Intent between the SESU and the French company Echelles Riffaud on cooperation in the production of firefighting equipment,” - Arsen Avakov said .

The Minister of Interior added that in the future, the Protocol will be formalized into an intergovernmental agreement, which will be ratified by the people's deputies. According to the original plan, new vehicles will start operating in Ukrainian cities next year.

Ambassador Extraordinary and Plenipotentiary of the French Republic to Ukraine Etienne de Poncins recalled that Ukraine and France are already working on two large joint contracts - the supply of 55 helicopters within the framework of the Unified Aviation System and 20 patrol boats for the needs of the State Border Guard Service of Ukraine.

“France is always glad to cooperate with Ukraine and agree to localize production in your country. We will continue to support your projects and proposals, ”- Etienne de Poncins said.

Mykola Chechotkin, Head of the State Emergency Service, noted that a historic event had taken place today - the beginning of technical re-equipment of SES units with high-rise fire and rescue equipment.

“We have only 290 necessary high-rise ladder platforms in stock and 260 of them have already exhausted its performance potential. Taking into account the deterioration of this equipment and the lack of production in Ukraine, we carefully studied the possibilities of European manufacturers. From the implementation of the joint project, we expect to completely re-equip our units with high-rise equipment to save people. This will make it possible to provide better quality services to our population and save human lives. I am convinced that our joint cooperation has great potential, ”- Mykola Chechotkin said.

Recalling, the Minister of Interior said that already in April, the flight team of the Aviation System of the Ministry of Interior will take up permanent duty in the Lviv region, and by the autumn such points will work throughout the country. In addition to flight personnel, the medical staff will be constantly on duty at such points.
