Today, November 9, Deputy Minister of Internal Affairs of Ukraine Bogdan Drapyaty took part in the round table “Problematic Issues of Legislative Settlement of the Circulation of Civilian Firearms in Ukraine”, which was initiated by the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities.

People's deputies of Ukraine, representatives of ministries (departments), law enforcement agencies, court, prosecutor's office, educational institutions, public organizations and associations took part in the round table.

Deputy Head of the Ministry of Internal Affairs of Ukraine Bohdan Drapyaty stressed that the parliament of various convocations has repeatedly considered draft laws on the legislative settlement of the circulation of civilian firearms, but none of them were supported.

“The importance of determining the legal regime of ownership of weapons, consolidating the basic rights and obligations of citizens and legal entities regarding the production, acquisition, possession, disposal and use of weapons and ammunition, regulation of other related social relations indicates that now, according to the databases of the National Police of Ukraine, the total number of weapons and devices, Gas pistols and revolvers are 1,225,353 units,” the deputy minister said.

Bohdan Drapyaty emphasized the advantages of introducing the Unified State Register of Civil Firearms, namely:

- The possibility of citizens submitting a single package of documents for obtaining a comprehensive service, which consists in obtaining the necessary permission to purchase and at the same time to store weapons;

- Minimizing the number of documents submitted by applicants for weapons permits;

- Providing arms trade shops with the powers of the front office to receive documents from applicants, transfer them to the police authorities and provide applicants with information about decisions made;

- Change the form of permission from paper to electronic to display it in the Action app;

- Strengthening public order by improving the mechanism for revoking weapons permits in case of their illegal use.

“These are the main, but far from exhaustive advantages of the introduction of the Unified State Register of Civil Firearms, which will have a positive socio-tangible result,” the Deputy Minister of Internal Affairs added.

In the near future, the draft laws №5708 and №5708-1 “On the right to civilian firearms” will be considered at the meeting of the relevant Committee and submitted for consideration by the Verkhovna Rada of Ukraine.
