DonDUVS held a scientific and practical event on combating domestic violence

On November 29, 2021, the Donetsk State University of Internal Affairs presented scientific and practical recommendations “Documentation of administrative offenses stipulated by Art. 173-2 KUPap”. The event is timed to the global initiative “16 Days of Activism Against Gender-Based Violence”.

The work was attended by the representative of the Department of Human Rights Monitoring of the Ministry of Internal Affairs Marina Amons, the rector of the DonDUU Serhiy Vitvitskyi, the secretary of the Mariupol City Council Ksenia Sukhova, the specialist in the rule of law and public security of the UN Program for Reconstruction and Peacebuilding Anastasia Kravova Tsova, Head of the Main Directorate of Police in Donetsk Oblast, Mariupol District Police Department and Police Departments Responsible to it, Department of Patrol Police in Donetsk Oblast, Judges of District Courts of Mariupol, Member of the Board of NGO “Rada women of Donetsk region” Yulia Prudnikova, international partners, scientists and community representatives.

In his speech, the Rector of the University Serhiy Vitvitskyi noted: “The university trains its students and cadets to actively counteract domestic violence, and works to overcome this negative phenomenon 365 days a year. We are doing this together with our partners to build a safe and violence-free society.”

Scientists of DonDUVS formed recommendations based on the results of the study of decisions of district courts of the city. Mariupol on domestic violence. A total of 3320 court decisions for 2020 were considered. The main author is a compiler of scientific and practical recommendations, head of the Department of Administrative and Legal Disciplines of the Faculty No. 2 of DonDUV, Candidate of Legal Sciences, Associate Professor Olga Merdova.

The purpose of the meeting is to improve police activities aimed at countering and preventing cases of domestic violence under Art. 173-2 KUPAP “Committing domestic violence, gender-based violence, failure to comply with an urgent prohibition order or failure to notify the place of one's temporary stay”.

After the theoretical part, 30 police officers underwent training “Documentation of administrative offenses provided for by Art. 173-2 KUPap”. On the basis of the Expert Center for Gender Education and Innovation of DonDUVS, law enforcement officers have improved their skills in correctly fixing crimes related to domestic violence.

The meeting was held in partnership with Mariupol City Council and NGO “Donetsk Women's Council” under the UN Recovery and Peacebuilding Programme with financial support from the governments of Denmark, Switzerland and Sweden. The programme is implemented by four UN agencies: the United Nations Development Programme (UNDP), the United Nations Framework for Gender Equality and the Empowerment of Women (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations (FAO).

The program is supported by twelve international partners: the European Union (EU), the European Investment Bank (EIB), the US Embassy in Ukraine, as well as the governments of Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden and Japan.
