Additional transport will strengthen the capacity for rapid response and the constant presence of police in remote settlements. The transfer of the car took place today, December 16, during a meeting of the leadership of the National Police in Donetsk region and representatives of the EU Advisory Mission on strengthening the security of communities. The IEC presented the results of a sociological study, according to which 53 percent of residents are satisfied with the work of the Donetsk police.

Within the framework of the program “Dialogue on Community Security”, the Head of the Main Directorate of the National Police of Donetsk Oblast Ruslan Osipenko met with the Head of the Regional Delegation of the Consultative Mission of the European Union in Mariupol Martin Kulishek. The meeting, which took place in the Open Police space in Mariupol, was attended by representatives of the patrol police, the UN Programme for Reconstruction and Peacebuilding, NGOs “Donetsk Women's Council”, “Mariupol Development Fund”, “Bereginya”, “Platform Tu”.

The event began with the presentation of a certificate for 20 Nissan cars, which Martin Kulishek handed over to the head of the regional police.

Ruslan Osipenko noted that interaction with the community and increasing citizens' trust in police officers are among the priorities of the police, and the help of the ECHR over the three years of cooperation has significantly strengthened the police capacity in this area. In addition to providing strategic advice and trainings, the mission supported the police with material and technical assistance.

“As a result of fruitful cooperation, we are able to effectively control the operational situation in the region, so that the crime rate is reduced. With the receipt of these cars, we will not only be able to respond promptly to calls, but above all — to ensure maximum police presence in all settlements. Earlier we received mobile modules for checkpoints, 10 vehicles equipped with medical equipment - they already carry service on the line. With each of our joint steps, we improve the work of ensuring security, so that everyone lives peacefully and knows that the police are always nearby,” Ruslan Osipenko stressed.

The transport will be handed over to criminal police units, in particular to criminal investigators.

“The police are constantly changing and transforming into a modern system that cooperates with citizens and understands their needs. Making police services more accessible and reliable is exactly what the CMEC seeks. At the same time, in today's world, responsibility for security rests not only on the police, but also on citizens and local governments,” said Martin Kuliszek, head of the EU's regional delegation.

The ICRC experts presented the results of a survey of public opinion on the activities of civil security agencies in six regions, which was conducted in the summer of 2021 by the Kyiv International Institute of Sociology.

The survey showed that 53 percent of residents are satisfied with the work of the Donetsk police, which is the highest figure among the six regions. More than 80 percent of respondents said that the police are easy to contact, more than 66 percent - that the police respond quickly, 58 percent - respond appropriately to community problems.

Based on the needs of citizens identified as a result of the study, further joint work by the police, international partners and civil society to improve security in communities will be based.
