The National Police exposed a criminal “scheme” of appropriating funds for the liquidation and restructuring of non-working state mines
Officials of one of the relevant state enterprises and commercial structures are involved in the transaction, some of which are “fictitious”.
Investigators of the Main Investigation Department and operatives of the Department of Strategic Investigations of the National Police of Ukraine exposed the “scheme” of appropriation of funds and persons involved in it. As established by the police, officials of the state-owned enterprise and commercial structures organized the transaction. Funds from the state budget were allocated for the liquidation, restructuring of state mines, the operation of which has been suspended. The robots performed “their” associations. At the same time, the prices for goods and services rendered were inflated, and contracting organizations received payment for work that was not actually performed, or was not performed to the extent stipulated by the contracts.
During 2019-2021, only two contracting companies transferred more than UAH 160 million to carry out mine liquidation and restructuring works. In order to legalize the excess funds received, the attackers transferred them to the accounts of controlled fictitious firms.
Yesterday, July 29, investigators and operatives conducted sanctioned searches in the city of Kyiv, Volyn, Lviv and Donetsk regions: in the offices of the state enterprise and its separate units, as well as in counterparties and in the premises of the organizers of the criminal “scheme”. Deleted documentation and “draft records”, electronic media.
Procedural guidance in criminal proceedings opened under Part 5 of Art. 191 of the Criminal Code of Ukraine, carried out by the Office of the Prosecutor General.
For the appropriation, squandering of property or its possession by abuse of official position, committed on a particularly large scale or by an organized group, there is a penalty - imprisonment for a term of 7 to 12 years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with the confiscation of property.
The investigation is ongoing. The amount of damage caused is established.
