National Guard of Ukraine and Carabineers of Italy expand cooperation

On March 30, the commander of the National Guard of Ukraine Mykola Balan signed a Memorandum of Understanding between the National Guard of Ukraine and the Carabiner Troops of the Ministry of Defense of the Italian Republic. The signing took place in implementation of the agreements reached in August 2020 during the meeting of the Ukrainian-Italian Council for Economic, Industrial and Financial Cooperation (where the Ukrainian side is the Minister of Internal Affairs of Ukraine Arsen Avakov).

Due to restrictions related to preventing the spread of COVID-19, the Memorandum was initially signed by the General Commander of the Carabiner Troops of the Italian Republic and delivered by diplomatic mail for signature by the commander of the National Guard of Ukraine.

The signing of the Memorandum is an important event for the National Guard of Ukraine. The implementation of its provisions will contribute to the fulfillment of the tasks of the National Security Strategy of Ukraine on the development of the State University of Ukraine, taking into account the experience of the EU member states, strengthening its institutional capacity to fulfill the tasks assigned to it, as well as — Strategies for de-occupation and reintegration of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol in part of the preparation of the National Guard of Ukraine for the performance of assigned tasks.

The Memorandum provides for strengthening cooperation on vocational training and capacity building of both structures in the following main areas:

  • the fight against terrorism;
  • protection of public order, in particular during mass events and the cessation of mass riots;
  • stabilizing police measures in the post-conflict environment;
  • exchange of experience, especially in the field of reforming vocational training in accordance with international standards, as well as helping to build capacity in the field of security;
  • joint participation in projects financed by national and international partners or donors.

The signed document has entered into force and will remain in force until the parties decide to revise it.

The expansion of cooperation with the Carabiner Troops of the Italian Republic will contribute to the implementation of the best European law enforcement norms and practices in the activities of the National Guard of Ukraine in order to develop the necessary capabilities to ensure the safety of citizens and the protection of public order.

For reference

During 2014-2020, the National Guard of Ukraine and the Italian Carabiner Troops cooperated within the framework of the annual Bilateral Cooperation Plan between the Italian Armed Forces and the Armed Forces of Ukraine, in particular, the following activities were carried out.

Practical internship on working out the actions of units of the National Guard of Ukraine for the protection of public order during mass events (40 servicemen), Novi Petrivtsi, Ukraine.

Practical training of mountain training instructors of the National Guard of Ukraine (10 people) at the Center for Mountain Training of the Italian Carabiner Troops, Moscow Selva di Valgardena.

Exchange of visits in order to study experience on:

  • protection of public order in mountainous areas;
  • activities of canine units;
  • protection of public order during mass events;
  • study of the Italian language in educational institutions (centers) of the Carabiner Troops.

In 2019, at the invitation of the Carabiner Troops of the Italian Republic within the framework of the work in the International Association of Gendarmerie and Police Forces in the status of a military institution FIEP, 10 soldiers of the NGU took part in practical training in the direction of preparing for the tasks of maintenance/restoration of public order in Rome (Italy The Republic of Ireland).

NGU servicemen also annually undergo training at the Center for the Advancement of Qualifications of Law Enforcement Units for Stability Maintenance (CoESPU, m. Vicenza, Italy) in order to prepare for participation in international operations for the maintenance of peace and security.
