The National Guard will expand cooperation with the European Union Advisory Mission in Ukraine
Yesterday there was a meeting between the commander of the National Guard of Ukraine Colonel General Mykola Balana and the Head of the Consultative Mission of the European Union to Ukraine Antti Hartikainen. At the beginning of the event, the NGU commander familiarized the meeting participants with the main tasks, role and place of the NGU in security sectors of the state, as well as the range of tasks that the National Guard performs together with the police and in the area of
the operation of the PLO.
“We are actively studying and implementing the experience of European countries. The National Guard became a full member of the International Association of Gendarmerie and Police Forces in the status of a military institution FIEP in 2017. This event testifies to the recognition of the National Guard of Ukraine as equal among similar formations of the countries of Europe and the world and became a powerful impetus for the continuation of reforms in the NGO, in particular the adaptation of the national regulatory and legal framework in accordance with the standards of the leading countries of the world,” said Colonel-General Mykola Balan.
The parties also discussed possible cooperation in the regions, in particular where there are regional missions of the EMCDDA.
“The main focus of our work is to provide strategic advice on the reform of the civil security sector to develop strategies for the civil security sector, support the implementation of reforms through the provision of practical advice, trainings, cooperation and coordination to ensure the coordination of reforms between Ukrainian and international partners. The ECSC has started the implementation of a new three-year mandate period with a revised structure and updated priorities. Therefore, cooperation with the National Guard will be significantly expanded,” said Antti Hartikainen. Udo Müller, Head of the Operations Department of the CIES in Ukraine, stressed that it is
also important to work on joint risk assessment in the implementation of certain tasks involving different departments, as well as issues coordination and management.
The participants of the meeting discussed ways to deepen interdepartmental cooperation, including through the creation of a joint working group, which would include representatives of NGU, NPU and IMES, which will allow to develop and coordinate joint exercises and trainings in the areas of protection of public order, natural resources, quarantine measures and stabilization actions in the post-conflict environment, joint implementation of tasks at borders and during the provision of the holiday season, as well as the introduction of gender approaches and training for specialists in communication.
This approach will make it possible to increase the interoperability of NGU and NPU during the implementation of tasks, using the best experience of EU countries. It was also about the possibility of using training centers of the National Guard of Ukraine for joint interdepartmental exercises.
