International field training on response to emergencies of chemical, radiation and biological origin continues in Lviv region
On September 27, as part of the EU-CHEM-REACT 2 project, International field training begins in Lviv region. Representatives of the Republic of Poland, the Republic of Lithuania, the Republic of Latvia and the Republic of Moldova, as well as rescuers and representatives of special services arrived on the territory of the landfill, which is located around the administrative and domestic complex of the southern quarry of SE “Ecotransenergo” (near Lake Yavoriv) of Ukraine.
The collaboration of five states aims to study and develop procedures for responding to emergencies of chemical, radiation, and biological origin. These exercises include command and field exercises to study the issues of cooperation between civil protection services in Eastern Europe and the Civil Protection Mechanism of the European Union and are a continuation of the first part of the exercises that took place in 2018. The training will last three days.
Participants of the project from Ukraine are Lviv State University of Life Safety, Main Department of the State Emergency Service of Ukraine in Lviv Oblast (Region), Lviv Regional State Administration, Main Department of NP in Lviv Oblast (Region), Lviv City Patrol Police, State Border Guard Service of Ukraine, Lviv Regional Center for Emergency Medical Assistance and Disaster Medicine, Red Cross Society of Ukraine, Particle Board “Lviv DMSK”, DK “Ukrainian State Association “RADON”, as well as the 2nd Special Rapid Response Center of the State Emergency Service of Ukraine.
International organizations participate in the training, in particular the International Center for Chemical Safety (m. Warsaw), Organization for the Prohibition of Chemical Weapons, UN, OSCE and Interpol.
The training will take place under the guidance of moderators who will monitor the course of events. The events will take place in several locations, and the teams assigned to implement the actions will be divided. The entire training process will be monitored by invited observers and representatives of international organizations.
At the end of each day, participants will participate in a debriefing, where the course of the past day will be discussed and the shortcomings, if any, will be voiced.
Participants of these international field exercises will gain tremendous experience in the interaction of forces and means of different states in the cross-border territory.
It is worth emphasizing that the first priority in these exercises is the safety of all participants at each stage. In view of the epidemiological situation in the country and its daily changes, all participants, including training leaders, volunteers and observers, are familiar with international anti-epidemiological rules, personal protection rules and mask wearing. COVID-19 safety and protection measures are implemented at each stage of training. They are included in the media and communications strategy.
