Custody Resords system was introduced in Luhansk region in the renewed temporary detention center
Today, June 10, in the city. Severodonetsk, after carrying out repair work in the temporary detention center No. 1 and installing updated digital equipment, implemented the Custody Resords system.
The presentation of the start of work of the new Custody Resords system was attended by the management of the Human Rights Office of the National Police of Ukraine and the GUNP in Luhansk region, representatives of the Office of the Prosecutor General and the Prosecutor's Office of Luhansk region, the International Foundation “Revival” and the Ukrainian Legal Aid Foundation, who inspected the territory of the detention center, the connection of equipment and the implementation of the system, which already works in several cities of Ukraine and gives positive results.
“We are gradually implementing the system, as well as improving the working conditions for police officers and the conditions of detention of people who are in temporary detention. From today, not only the electronic database, which is the basis of the system, but all its components work in the detention center in Luhansk region,” Ruslan Goryachenko, the head of the Human Rights Compliance Department of the National Police of Ukraine, said during the presentation.
Custody Records is a system that combines five elements: the work of human rights inspectors, electronic database, proper conditions of detention, normative procedures, effective external control. This system is being implemented by the National Police with the support of the International Renaissance Foundation, the Ukrainian Legal Aid Foundation and the NGO “Expert Center for Human Rights” in order to protect the rights and safety of both detainees and police officers.
“The introduction of the Custody Records system is a big step in ensuring modern world and European standards for the treatment of detainees. By and large, this system acts in the interests of society, in the interests of both citizens who fall into such institutions as suspects, and law enforcement officers who receive much better guarantees that they will not be accused of any abuses where they are not,” Oleksandr told about the tasks of the system Dr. Sushko, Executive Director of the International Renaissance Foundation.
After the presentation of the system, the participants of the event took part in the discussion of the further development and implementation of the Custody Records system in all territorial (separated) units of the National Police and temporary detention centers throughout the region in the situation room.
