Joint training between Romanian gendarmes and national guards took place in Ivano-Frankivsk region

Near Ivano-Frankivsk, on the basis of the Training Center of the Western Operational and Territorial Union of the National Guard of Ukraine, joint practical training was held between the Satu Mare district gendarmerie and the military unit 1241. The joint training is conducted within the framework of cross-border cooperation between the National Guard of Ukraine and the Gendarmerie of Romania.

“This is the final practical event within the framework of one of the four international cooperation projects between the National Guard of Ukraine and the Gendarmerie of Romania “Strengthening Cross-Border Security”, where military unit 1241 is the beneficiary,” said Colonel Roman Naumenko, commander of military unit 1241. — Joint training is being held on the subject of actions in the border zone, where the parties demonstrate the tactics of their actions in the event of unidentified persons crossing state borders. In the future, we will also work to improve our capabilities.”


The National Guardsmen demonstrated to their Romanian colleagues the equipment, equipment, special equipment and means used by them to perform tasks as intended. Separately, we stopped on equipment that allows you to quickly control the actions of units that perform tasks in isolation from the points of permanent deployment.

In addition to familiarization with various means of performing assigned tasks, the participants demonstrated the practical actions of a unit of the National Guard during the search and detention of a large group of persons who illegally crossed the state border of Ukraine from a neighboring state.

In turn, the Romanian gendarmes demonstrated to the National Guard the tactics of their actions during the detention of criminals, the procedure for searching detainees, and actions as part of two units, in order to detain persons who illegally crossed the state border.

“I am very glad that we were able to win this project with the National Guard of Ukraine, whom we consider good partners because of their ability to perform specific functions. We have common techniques and procedures in the field of public order protection. We hope that our experience will be useful for implementation in the future in the National Guard of Ukraine. What has been demonstrated by the National Guard is based on the extensive experience of the military unit 1241 and is very useful for our activities. Also in this project, both structures improve the technical base that is needed to perform both everyday tasks and for operational and support units. It also gives impetus to be partners in future projects. In view of what has been presented today, namely the equipment, tactics and capabilities of the Gendarmerie of Romania and the National Guard of Ukraine provide more opportunities for our military to be useful to citizens in the area of our responsibility. The culmination of our project is today's tactical training. And I believe that this will provide an opportunity to reliably ensure cross-border security. Thank you and I hope that in the future we will join joint projects and activities with the National Guard of Ukraine,” said Colonel Ovidiu Popa, the head of the Romanian Gendarmerie of the Satu Mare district. The result of the event is the creation of a joint action plan in cases of crystal burning the minogenic and social situation in the border areas, where it will be necessary to use forces and means on both sides.

The National Guard of Ukraine has been actively cooperating with the Romanian gendarmerie for several years. In the period from 2011, 4 joint projects were implemented on the subject of training personnel for the performance of tasks for the protection of public order.

Due to the implementation of these projects:

— more than 100 military personnel have been trained in accordance with European practices to carry out public security tasks;

— developed and amended the doctrinal documents regulating the activities of units for the protection of public order of the National State University of Ukraine;

— in 2016, a mountain patrol company was established, which performs the task of ensuring law order in the Carpathian region, as well as in cooperation with law enforcement agencies and rescue services, participates in the search for persons who are lost or missing in the mountainous area.

Due to the active position of the Romanian gendarmerie in supporting the National Guard of Ukraine and the qualitative changes in its activities that were achieved as a result of cooperation with Romanian colleagues, in October 2017 the National Guard received the status of a full member of the International Association of Gendarmerie and Police Forces in the status of a military institution (FIEP)).

With the support of the Romanian gendarmerie, four joint cross-border cooperation projects have been prepared and successfully implemented within the framework of the Joint Operational Programme Romania-Ukraine 2014-2020, which is financed by the European Union through the European Neighbourhood Instrument and co-financed by the countries participating in the Programme. The project budget is 5.5 million hryvnias.
