Kyiv Institute of NGU will become a powerful institution for obtaining high-quality higher education — Mykola Balan

The Cabinet of Ministers of Ukraine formed the Kyiv Institute of the National Guard of Ukraine. The relevant decision was made at a meeting of the government on Wednesday, May 19.

In particular, the Cabinet of Ministers approved the establishment of a higher educational institution of the Kyiv Institute of the National Guard of Ukraine by isolating the Kyiv Faculty of the National Academy of NGU from the National Academy of NGU.

Such reorganization streamlines the process of carrying out educational activities by higher education institutions located in the sphere of management of the Ministry of Internal Affairs and bringing it into compliance with the requirements of the Law of Ukraine “On Higher Education”. It will also satisfy the need for training highly qualified personnel to fill the positions of the officer staff of the National Guard of Ukraine.

According to the commander of the NGU, according to the law, the National Guard is assigned functions not only of a military, but also law enforcement nature. NGU constantly interacts with other departments of the Ministry of Internal Affairs and performs a number of joint tasks. Therefore, for effective and professional work, it is necessary to have the capacity to train qualified specialists. He noted that the creation of the Kyiv Institute of the National Guard of Ukraine will make it possible to make a significant contribution to ensuring law order and security of our citizens, as well as form another powerful center for obtaining high-quality higher education.

The National Guard, as a military formation with law enforcement functions, is constantly working on improving the system of regulatory and legal support of activities and training of personnel in order to effectively fulfill the tasks of protecting the state and its citizens. Currently, the training of higher education applicants for the needs of NGU, as regards military specialties, is provided by the National Academy of NGU, as well as higher military educational institutions of the Armed Forces of Ukraine. At the same time, the training of higher education applicants in law enforcement for the needs of NGU was carried out exclusively at the Kyiv Faculty, which did not allow to fully satisfy the needs of training of the above-mentioned specialists, — noted the commander of the NGU, Colonel General Mykola Balan.

Recall that at the meeting of directors and commanders of the Association of Gendarmerie and Police Forces of Europe and the Mediterranean in the status of a military institution (FIEP) on October 16, 2017 in Amman (Jordan), it was decided to grant the National Guard the status of a full member of the Association. Obtaining this status by the National Guard of Ukraine is the result of hard work on the path of reform within the framework of the Euro-Atlantic course of the state. This event became an impetus and a clear signal for the continuation of reforms in the National Guard of Ukraine, the adaptation of the national legislation of Ukraine to the democratic norms and standards of the leading countries of the world.

In order to implement the Decree of the President of Ukraine “On the Decision of the National Security and Defense Council of Ukraine of September 14, 2020 “On the Strategy of National Security of Ukraine” in terms of ensuring the development of the NGO taking into account the experience of the EU member states, strengthening its institutional capacity in the performance of tasks assigned to it. And the presence of higher education institutions for training specialists with higher legal education was one of the criteria for recognizing NGU as a full member of FIEP.

The National Guard is ready to implement this decision. As part of the preparation for the establishment of the Institute, a set of measures was carried out to ensure the fulfillment of the existing requirements for the institution of higher education, the gradual development of the infrastructure of the future educational institution and the provision of personnel potential.

For the implementation of the practical component of educational disciplines aimed at the formation of individual-psychological, all-military, tactical and tactical-special competencies in higher education applicants, a tactical town and a special obstacle course were formed on the territory of the Kyiv Faculty.

When conducting practical classes on military disciplines, the educational and material base of the International Interdepartmental Multidisciplinary Center for Training Units of the National Guard of Ukraine “Stare” and other military units of the Kiev Garrison is used.

At the same time, work is being carried out on improving the educational process and building educational facilities to ensure the development of the National Guard of Ukraine, taking into account the experience of the EU member states. This also applies to the involvement of the EU Advisory Mission in Ukraine, the Canadian Police Mission in Ukraine to train specialists for NGU, including applicants for higher education in law enforcement, the creation of a language training department where training of officers is carried out on a scale of standardized language levels that correspond to NATO standard STANAG 6001;

And a rather important aspect for the future educational process is the achievement of an agreement with the Department of Defense Cooperation at the US Embassy in Ukraine to provide for the needs of the Kyiv Faculty a modern language laboratory with specialized literature and software within the framework of international technical assistance from the US Government.
