Kateryna Pavlichenko: The common goal of the Ministry of Internal Affairs and AHs is to identify and prevent challenges to the safety of children

That is why the Ministry of Internal Affairs is implementing the project “Safe Childhood”. This was stated by Deputy Minister of Internal Affairs Kateryna Pavlichenko during the Forum “Ukraine 30. Safe community”, which takes place today in Kyiv.

“The common goal of the Ministry of Internal Affairs and the amalgamated territorial communities is to identify and prevent challenges to the safety of children. Modern children can be exposed to threats in the family, on the street and even at school. That is why the Ministry of Internal Affairs is starting the project “Safe Childhood”. We have reformatted the work of the police with children by creating a separate Department in the structure of the National Police, we have also introduced a system of electronic notification about the disappearance of children, an analysis of international experience is carried out on an ongoing basis and amendments are made to the legislation,” said Kateryna Pavlichenko.

The deputy head of the Ministry of Internal Affairs called on representatives of territorial communities to pay attention to the possibility of involving the security police in ensuring the safety of children in schools.

“A big part of the Safe Childhood project involves safety in schools, because that's where children spend a lot of time. The services of the security police are used by more than two thousand educational institutions, which are already equipped with a system of alarm alerts”, - emphasized Ekaterina Pavlichenko.

According to her, during 9 months of this year, children and their participation committed more than three thousand criminal offenses and most of them, one and a half thousand, are serious and especially serious crimes. More than six thousand appeals have been received about the commission of domestic violence by children.

Currently, the “Security Educator” project is also being implemented, which became possible on the initiative of the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine in cooperation with the Ministry of Education and Science of Ukraine, the Ministry of Development of Communities and Territories of Ukraine, the Educational Ombudsman of Ukraine, the Association of Cities of Ukraine, the Association of United Territories communities, the United Nations Children's Fund (UNICEF) and the communities themselves.

“This project will allow communities to build environments for children free from bullying, drugs and violence. A security educator is a civilian who will undergo selection, training. And its main task will be to identify and stop offenses within the educational institution, participate in preventive measures and make proposals to strengthen a safe educational environment,” the Deputy Minister said.

In turn, Education Ombudsman Sergey Gorbachev spoke about the aspects of creating safe education, coordination with NGOs, educators and law enforcement officers:

“The most important right in education is the right to life and health. If it is not provided, then the quality of education loses its meaning. Our common task, in which we are absolute colleagues, is to ensure safety for all participants in the educational process. This is a complex result of the actions of many actors and the role of the territorial community is very important in this.”
