Security of detainees and police officers: Custody Records system launched in Rivne region in four police units
A pilot project of the information subsystem “Custody Records” was started in Rivne district administration, Sarnen, Varas district departments and in the department No. 1 (Rivne) of the police of the region.
Implementation of a complex of video and electronic recording of all actions from the moment of actual arrest, delivery of the person to the police unit and further more procedural actions will make it possible not to violate the rights of citizens and protect law enforcement officers from groundless accusations.
The presentation took place with the participation of the Head of the Main Department of the National Police in Rivne region Alexei Kamyshansky, his deputies Sergey Kroshko, Ruslan Strelbitsky, Alexei Kuporosov, representatives of local self-government bodies, regional center for providing free secondary legal assistance and the authorized person for control on the observance of human rights in police activities of the Human Rights Compliance Office of the National Police of Ukraine Inna Berezovskaya.
“The safety of citizens and the safety of the police is the main component of the pilot project “CustodyRecords”, - said the head of the police Oleksiy Kamyshansky. —Its implementation became possible thanks to the assistance of the National Police in cooperation with local authorities. From now on, the introduced modern video recording system will ensure both the observance of human rights and will allow to protect the police officer from possible provocative actions on the part of detainees.”
In all four territorial units there are separate rooms for waiting, conducting interviews, rooms for conducting confidential meetings of the delivered person with investigator and conducting investigative actions in compliance with the rules of personal security, as well as rooms for detainees. All of them are equipped with video cameras and equipped in accordance with the requirements of international standards on human rights observance.
As noted by the Senior Inspector of Special Assignments of the Department of Human Rights Supervisors in Police Activities (with a location in Rivne Oblast) Human Rights Office of the National Police of Ukraine Inna Berezovska, the information subsystem “CustodyRecords” provides for a full recording of the actions of police officers, starting from the moment of actual arrest of a person, delivery to the police unit, registration in the database, conducting procedural actions. In addition, the project provides for automatic informing of the center on the provision of secondary free legal assistance.
To ensure and protect the rights of citizens, the project “CustodyRecords” will be gradually implemented in all territorial units of Rivne region.
