1.2 million UAH of losses in the construction of outpatient clinics — police reported suspicion to the official of the Volyn Regional State Administration and his accomplices
Among the suspects are the deputy director of one of the departments of the regional state administration and the founder and head of the general contractor company.
The criminal scheme of theft of funds of the state budget and credit funds of the European Bank was exposed, its organizers and participants were established by the operatives of the Strategic Investigations Department in the Lviv region and investigators of the Investigative Department of the Regional Police. As the police found out, the funds from the state budget and the European Bank's loan funds provided under the guarantees of the Government of Ukraine were allocated for the development of the health care system in rural areas. Within the framework of this program, the construction of two district outpatient clinics of general practice of family medicine was carried out.
During the tender for construction works, the controlled company won the victory. The relevant agreements were concluded between him and the Department of the Volyn Regional State Administration. In order to allocate funds to the acts of work performed, inaccurate information was entered about their volume and cost. In the future, on the basis of these documents, calculations were made with the general contractor. At the time of the calculations for the works specified in the acts, some of them were not actually performed, some were not performed at all.
During the investigation, law enforcement officers collected evidence of involvement in the organization of the criminal scheme of the deputy director of one of the departments of the Volyn Regional State Administration, the founder and head of the general contractor company. As a result of their illegal actions in the construction of two outpatient clinics, more than 1.2 million UAH of state budget funds were appropriated. The fact of appropriation of funds is confirmed by the conclusion of an expert study.
On September 8, the operatives of the USSR in Lviv and Volyn regions and the investigators of the Lviv region police conducted sanctioned searches of the places of residence of the defendants, in the administrative premises of the Department of the Volyn Regional State Administration and the office of the society.
In addition, in agreement with the Lviv Regional Prosecutor's Office, three defendants were informed of the suspicion. The actions of the deputy director of one of the departments of the Volyn Regional State Administration, the founder and head of the general contractor company are qualified under Part 5 of Art. 191 (appropriation, squandering of property or possession of it by abuse of official position), Part 3 of Art. 27, Part 3 of Art. 28, Part 1 of Art. 366 (official forgery) of the Criminal Code of Ukraine.
The issue of choosing preventive measures for suspects is being resolved. Further measures are also being taken to attract other persons involved in the criminal scheme.
