The draft order was developed to fulfill task 1803 of the Plan of Measures for the Implementation of the Association Agreement between Ukraine, of the one part, and the European Union, the European Atomic Energy Community and their Member States, of the other part, approved by the Resolution of the Cabinet of Ministers of Ukraine dated October 25, 2017 No. 110, 6, which provides for the establishment of a regulatory framework in force in the field of road traffic organization, training of drivers of vehicles and taking exams, issuing a driver's license and admission to drive vehicles in compliance with the provisions of EU law.
The draft order improves the procedure: issuance, amendment, temporary termination of the certificate of state accreditation of institutions that conduct training, retraining and further training of drivers of vehicles, as well as certification, re-certification of specialists of such institutions; taking practical exams for obtaining by persons the right to drive vehicles, issuing a driver's license to obtain the right to drive vehicles of another category. At the same time, the provisions of the draft order optimize the procedure for using technical means of control during exams (including with the help of photo and video equipment) to obtain the right to drive vehicles, preserve digital video information from all types of technical means of control used by territorial service centers of the Ministry of Internal Affairs.
