In accordance with Articles 9, 13 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” (hereinafter — the Law), we announce the publication on July 18, 2023 on the official website of the Ministry of Internal Affairs of Ukraine of the draft order of the Ministry of Internal Affairs “On Approval of Amendments to Certain Regulatory Acts of the Ministry of Internal Affairs of Ukraine affairs of Ukraine on the conduct of state accreditation of institutions that carry out training, retraining and further training of drivers of vehicles, certification of their specialists” (hereinafter — the draft order): https://mvs.gov.ua/normativna-baza-mvs/proekti-normativnix-aktiv/projekt-nakazu-mvs-pro-zatverdzennia-zmin-do-deiakix-normativno-pravovix-aktiv-ministerstva-vnutrisnix-sprav-ukrayini-z-pitan-provedennia-derzavnoyi-akreditaciyi-zakladiv-iaki-provodiat-pidgotovku-perepid.

Today, in accordance with the requirements of the current legislation, in order to carry out state accreditation of institutions, certify their specialists and obtain a duplicate certificate of state accreditation of an institution and/or a duplicate certificate of a specialist, it is necessary to contact directly the service centers of the Ministry of Internal Affairs with the relevant documents in paper form.

With the adoption of the draft order, the possibility of sending the relevant documents in paper form to the postal address or in electronic form to the e-mail address of the relevant service center of the Ministry of Internal Affairs and/or, if there is a technical possibility, through the Unified State Web Portal of Electronic Services using the electronic signature of the head (authorized representative) of the institution regardless of the place of state accreditation of the institution or certification of the specialist of the institution.

In addition, the draft order establishes that the certificates of specialists of institutions in the relevant areas, issued before the entry into force of this order, will remain valid until the expiration of their validity period.

The amendments provided for by the draft order also optimize the process of passing by candidates to specialists or specialists of the practical exam on driving vehicles of the relevant category, procedures for conducting state accreditation of institutions, certification of their specialists, issuance, replacement of certificates, temporary termination of their activity, inspection of material and technical base institutions for compliance with certain requirements.
