The law on the right to civilian firearms will regulate, not legalize the circulation of firearms, - Bohdan Drapyaty

This was stated by Deputy Minister of Internal Affairs Bohdan Drapyaty on the air of the National Television Marathon “United News”, answering the questions of the presenter.

“In the draft law itself, we are not talking about the legalization of firearms, but about the legislative regulation of the circulation of firearms,” he stressed.

Since, according to the official, since the declaration of independence of our state to the present day, the circulation of weapons in Ukraine is regulated by a departmental order of the Ministry of Internal Affairs. Traumatic weapons can be owned only by a certain category of citizens. For example, journalists, law enforcement officers, judges, lawyers and others.

On the contrary, the draft law, which is currently being considered in the parliament, proposes to increase the possibility and expand the rights of Ukrainian citizens to acquire ownership of traumatic firearms.

“As for the short-barreled firearm or it is also called a combat pistol, in this case the position of the Ministry of Internal Affairs is to grant such a right to citizens, but to postpone the entry into force of the relevant norm for the postwar period,” the Deputy Minister of Internal Affairs noted.

According to Bohdan Drapyaty, the Ministry of Internal Affairs justifies its position in view of the criminogenic situation, a certain increase in the illegal circulation of weapons and the number of cases of committing crimes with the use or use of firearms.

In addition, he noted, the Ministry of Internal Affairs and the National Police will put into practice the law on the circulation of civilian firearms when its parliament adopts it as a whole, and therefore understand how many more by-laws will need to be prepared and brought to the appropriate scale security infrastructure so that all citizens They could feel safe.

“We must teach citizens the culture of the use, use, storage, transportation of firearms. That is, we must create a network or expand the network of relevant shooting ranges, where citizens can learn the rules of handling firearms,” the official explained.

However, the position of the Ministry of Internal Affairs regarding the right to own and circulate short-barreled firearms is clear — this rule should enter into force only 5 years after the end of the martial law period.

And this position of law enforcement is based on the security situation in the country.
