The transfer ceremony was attended by Vasyl Teteria, the Deputy Minister of Internal Affairs of Ukraine, Maksym Tsutskiridze, the First Deputy Head of the National Police of Ukraine — the Head of the Main Pre-Trial Proceedings Department, Jaco Cilliers, the UNDP Permanent Representative in Ukraine, and Matsuda Kuninori, the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine.

The transfer of the equipment was delivered through the framework of the international technical assistance project called “Promoting Human Security in Ukraine through the Response to the Multidimensional Crisis Caused by the War”. The project is implemented with the support of the United Nations Development Programme (UNDP) in Ukraine and the Government of Japan.

Within the framework of this assistance package, 26 Volkswagen Crafter 35 L3H2 6MT vehicles, 12 mobile DNA laboratories and other equipment were transferred to the National Police of Ukraine to strengthen the forensic units of the police.

“On behalf of the Ministry of the Internal Affairs of Ukraine, I would like to express our gratitude to the Japanese government, as well as the UNDP, for delivery of  such a powerful international assistance for the National Police of Ukraine. These are DNA laboratories, forensic suitcases, vehicles. This is a hand of support and assistance for us — and it is tangible,” said Vasyl Teteria, the Deputy Minister of Internal Affairs of Ukraine.

“Today's assistance will greatly increase our capabilities and contribute to the rapid and effective documentation of war crimes, recorded as a result of armed aggression. Unfortunately, we do not have a single location on the map of Ukraine that would be safe, so these cars and laboratories will be sent to every region of our country,” said Maksym Tsutskiridze, the First Deputy Head of the National Police of Ukraine — Head of the Main Pre-Trial Proceedings Department.

In his turn, Jaco Cilliers, the UNDP Permanent Representative in Ukraine, noted the importance of such cooperation: “As we believe in the rule of law and justice. Both the equipment and the vehicles we deliver today will be distributed all over Ukraine to ensure the rule of law and justice".

He thanked the Ambassador, the Government and the people of Japan, and noted that within the framework of the project, 25 Ukrainian forensic police officers underwent special training in Japan, significantly increasing their professional level.

“I sincerely hope that these suitcase-kits for forensics, and the cars, and the training that Ukrainian police have undergone, will improve the work of establishing justice and evidence of crimes in this war. We must work together to bring all war criminals to justice,” said Matsuda Kuninori, the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine.

After the official ceremony of awarding the certificate for new equipment and equipment, those present had informal communication with police forensics, who told how they use previously transferred equipment in practice.
