The Ministry of Internal Affairs of Ukraine in cooperation with the Ternopil National Medical University named after I. I. Gorbachevsky and the bodies of the Ministry of Internal Affairs organized tactical and special training on the provision of medical and emergency medical care in conditions of hostilities, other emergencies with the involvement of mobile medical brigades of health institutions of the Ministry of Internal Affairs, the State Emergency Service of Ukraine, the State Border Guard Service of Ukraine, the National Guard of Ukraine and brigades on the pre-medical care of rescuers, border guards, national guards and the National Police of Ukraine.

The main purpose of the event was to develop practical skills and improve competence in the provision of pre-medical care by brigades of persons who do not have medical education, but in their duties should provide pre-medical care to combat medics and provide emergency medical care by mobile medical brigades in conditions of war and other emergencies Centium. Training took place in the form of competitions, where participants were divided into ten teams.

The competition was attended by the State Secretary of the Ministry of Internal Affairs Inna Yashchuk. She noted that today, Minister Igor Klymenko and the Ukrainian government pay great attention to the development of disaster medicine, the training of paramedics.

“This is the number one challenge today. Our task is to prepare our soldiers and our cadets, because they will be the first to enter the de-occupied territories after the Armed Forces of Ukraine and the mined territories, extinguish the fire, protect our borders. They should gain knowledge in providing first aid that will help them cope in extreme situations,” said Inna Yashchuk.

Head of the Health Department of the Administration of the State Border Service of Ukraine, Brigadier General of the Medical Service Mykhailo Karnaukh stressed: “First of all, these competitions showed us what knowledge our participants have. But most importantly, we were able to unite all the departments of the Ministry of Internal Affairs and show how they can work together in emergency situations and in conditions of war. Today they learn, and tomorrow they will be able to save lives.”

In his turn, Arsen Gudyma is the head of the Department of Disaster Medicine and Military Medicine of TNMU named after I. I. Gorbachevsky noted that these competitions provided an opportunity to test the knowledge and practical skills of the participants from the point of view of both a combat medic and a specialist in home care or in emergency situations. Based on their performance results, conclusions can be drawn to improve their further training.

“Among the structures of the Ministry of Internal Affairs there are two that work in the format of pre-medical care — these are representatives of the State Emergency Service of Ukraine and the patrol police. When the war began, practice showed that border guards and the National Guard take an active part, like combat medics, providing assistance on the battlefield, so separate competitive tasks and a separate rating were created for these categories,” he explained.

During the competition, the observers were representatives of all higher educational institutions of the Ministry of Internal Affairs of Ukraine, which deal with the issue of pre-medical training and medical training. In addition, the event was attended by representatives of the Ukrainian Scientific and Practical Center for Emergency Medical Care and Disaster Medicine, as well as representatives engaged in the implementation of educational and medical equipment in Ukraine.

During the competition, the participants of ten teams demonstrated their knowledge and skills, in particular in diagnosing the condition of the victim, conducting cardiopulmonary resuscitation, applying a tourniquet, controlling bleeding, tamping the wound, moving and evacuating the victim.

The instructors of the event noted that these skills require constant training, so after each completed task there was a detailed analysis of the situation in order to act according to the protocol in difficult situations, without making mistakes.

On the second day of the competition, a comprehensive training took place, during which all participants, both specialists of first aid and mobile medical teams participated in providing assistance to the wounded in combat conditions. In particular, in this task, the provision of assistance in the red zone was worked out, the procedure of medical sorting was carried out - determining the category of wounded and providing emergency medical care at the scene and evacuating the wounded, both among the military and among civilians, to medical institutions. The interaction of the military, the specialists of the State Emergency Service, the police and mobile medical brigades is shown.

The result of the two-day competition was the decision to launch annual competitions among mobile medical teams and pre-medical brigades of the Ministry of Internal Affairs system.

Inna Yashchuk noted that the knowledge and practices gained during the competition should become the development of new cases and proposals for improving training programs in the provision of home care and will form the basis of the methodological materials.

“Our Minister Igor Vladimirovich Klymenko clearly understands that our task is to work in a team, quickly and efficiently, so as not to lose the golden hour and train our boys and girls who participate in hostilities and defend our borders, to be able to provide high-quality and timely medical care.

We will win faster when we unite our efforts and work as a single mechanism. Therefore, with faith in victory, with sincere thanks to each of you, with the enthusiasm of your team, thank you very much for today! Glory to Ukraine!”, — summed up the State Secretary of the Ministry of Internal Affairs of Ukraine.

The winners of the competition were representatives of the mobile medical team of the health care institution of the Ministry of Internal Affairs of the Volyn region. Accordingly, the next competitions will be held in Volyn.

Also, participants and winners of the competition at the behest of the Minister of Internal Affairs of Ukraine received departmental awards from the Ministry of Internal Affairs, which were presented by State Secretary Inna Yashchuk.
