Ukraine and Poland are working on the text of the Agreement on Joint Checkpoints and Joint Patrolling of the State Border
Negotiations on the approval of the draft Agreement between the Government of Ukraine and the Government of the Republic of Poland on cooperation in the control of persons, goods and vehicles during the crossing of the Polish-Ukrainian state border and cooperation of border services in the border zone will be held on November 15-17 in the city. Affairs of Ukraine Igor Bondarenko takes part in the work of the government delegation of Ukraine. Based on the results of the negotiations, a common vision of the text of the Agreement will be formed and a draft joint protocol will be prepared.
“The objectives of the Agreement between the Government of the Republic of Poland and the Cabinet of Ministers of Ukraine are to strengthen border cooperation and develop good neighborly relations, as well as to improve and simplify the control of persons, goods and vehicles who cross the Ukrainian-Polish state border, - informed I. Bondarenko. — Ukraine and Poland agreed on the development of cooperation in the implementation of border, customs, veterinary, sanitary control of food quality and phytosanitary control of persons, goods and vehicles crossing the common state border, and joint patrolling”. The draft Agreement should define the procedures and rules of operation of joint checkpoints, exchange of information between controlling services, combating illegal migration, conducting joint patrols, as well as the possibility of control services
Ukraine and the Republic of Poland delegate (transfer) to each other the performance of their official powers and functions.
“Coordinated measures for the protection of the state border will be carried out by the State Border Service of Ukraine and the Border Guard of the Republic of Poland on the Ukrainian-Polish state border. They are aimed at preventing the illegal movement across the state border of persons, vehicles, cargo and other goods, as well as resolving other issues in accordance with their competence, - the deputy minister noted. - Thus, the competent authorities will provide each other with information about the circumstances and events that complicate the crossing of the common state border and which may affect its security, will exchange experiences, conclusions and proposals in the field of protection of the common state border. In addition, border guards of Ukraine and Poland will ensure order at the border and security of persons crossing the border, counteract illegal migration, detect and detain persons who are wanted, monitor persons and vehicles in the border zone”.
The introduction of common customs and border controls will simplify and speed up border crossing for international carriers and individuals. After the signing of the Agreement, Ukraine will become a country that is not part of the European Union, but has similar checkpoints with an EU member country. The Ukrainian delegation includes representatives of the State Customs Service of Ukraine, the State Border Service of Ukraine, the Ministry of Internal Affairs of Ukraine and the Embassy of Ukraine in the Republic of Poland.
The delegation is headed by Deputy Minister of Infrastructure of Ukraine Mustafa Nayy. The
proposal to introduce joint control on the Ukrainian-Polish border was expressed by President of Ukraine Volodymyr Zelensky during a meeting in Kyiv with Polish President Andrzej Duda.
