The Ministry of Internal Affairs held a meeting with representatives of the OSCE on the arbitrary detention of Ukrainian civilians by Russians

Within the walls of the Ministry of Internal Affairs of Ukraine, there was a meeting with representatives of the OSCE Moscow Mechanism (MM) on the arbitrary detention of Ukrainian civilians by the Russian Federation.

The meeting was attended by the Head of the Department for Issues, Missing Persons under Special Circumstances, the Ministry of Internal Affairs of Ukraine Artur Dobroserdov and the Deputy Head of the Department of Documentation of Crimes Committed in the Armed Conflict of the Main Investigative Department of the National Police of Ukraine Oleksandr Shapovalov.

Artur Dobroserdov reported to the representatives of the foreign delegation on the work of the Secretariat of the Commissioner for Missing Persons in Special Circumstances and provided information that will contribute to the work of the OSCE mission of independent experts to establish the facts of the Russian Federation's war crimes and other violations of international humanitarian law.

The OSCE Moscow mechanism for the invasion of the Russian Federation was activated in March 2022 by 45 member states of the Organization for Security and Cooperation in Europe (OSCE), including Ukraine. On February 29 of this year, at the meeting of the OSCE Standing Council, another OSCE MM was initiated in the context of Russian aggression, which, this time focused solely on the problem of arbitrary detention of Ukrainian civilians by the Russian Federation.

Following the work of the OSCE MM Independent Experts Mission in Ukraine, a report will be prepared, which should be the first separate international report on the problem of arbitrary detention of Ukrainian civilians by the Russian Federation.

The document will highlight facts and circumstances relating to Russia's violations of OSCE obligations, violations and abuses of human rights, war crimes and other violations of international humanitarian law.

The conclusions of the experts are scheduled for publication approximately in April 2024. The materials of the report will be able to be used within the framework of national and international mechanisms for bringing the Russian Federation to justice.
