OZG was created and appropriated UAH 1.5 million from the budget: four attackers are suspected
Police investigators reported on suspicion of members of an organized criminal group, which was headed by the deputy mayor of one of the cities of the Vinnytsia region. The 39-year-old attacker in April 2023 created a group in order to seize budget funds allocated for construction work in educational institutions.
The group also included the director of a municipal institution for the maintenance of educational institutions, the chief accountant of the same institution and a private entrepreneur.
The defendants ensured the conclusion of contracts with the fraudulent sole proprietor with the overestimation of the price of materials and drew up acts of acceptance of works that were not actually carried out. Subsequently, knowingly false information was introduced into the official documents. Then the budget funds were transferred from the treasury account of the municipal institution to the bank account of the individual entrepreneur. Cash was withdrawn and distributed among participants.
During April - August, the attackers seized budget funds worth more than 1.5 million hryvnias.
On February 14, four defendants were declared under suspicion. The group is criminalized with crimes including:
- appropriation, squandering of property or possession of it by abuse of official position (Part 2, 3, 5 of Article 27, Part 5 of Art. 191 of the Criminal Code of Ukraine);
- official forgery (part 2, 3, 5 of article 27, part 3 of article 28, part 2 of article. 366 of the Criminal Code of Ukraine).
For committing these crimes, offenders face up to twelve years in prison with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with confiscation of property.
