On July 30, a meeting of the Congress of local and regional authorities under the President of Ukraine was held in Ivano-Frankivsk. Volodymyr Zelenskyy noted that a very important meeting was held now, when there is still time to prepare for the winter season both at the state level and at the level of regions and communities.

“We must be aware that Russian terrorists will try to continue attacks against Ukrainian energy, against the normal life of people,” Volodymyr Zelensky stressed.

At a meeting of the congress of local and regional authorities, the Minister of Internal Affairs of Ukraine Igor Klymenko noted that the system of the Ministry of Internal Affairs has improved the plans for effective response to such situations and is ready for the prompt elimination of their consequences.

“During each blackout, we increased the number of patrols that guarded the peace of our citizens. Police officers worked in an extra enhanced mode around the clock. Thanks to the measures taken, it was possible not only to avoid a surge of criminal incidents during prolonged power supply outages, but also to achieve a reduction in the number of crimes,” Igor Klymenko added.

The head of the Ministry of Internal Affairs stressed that in case of repeated situation with shelling of critical infrastructure by Russian occupiers and blackout, the worked out algorithm of actions of all units of the Ministry of Internal Affairs of Ukraine will be implemented. In particular, if necessary, we are ready to quickly deploy more than 2200 mobile and stationary “points of invulnerability” and heating points. The bodies of the State Emergency Service ensure the functioning of more than 1200 such facilities. Almost a thousand more points are deployed on the basis of police stations.

“We have a clear list of intersections that require mandatory traffic regulation. During patrols in the black out, police teams approach routes to grocery stores and pharmacies, other life facilities. If the need arises, the necessary information will be communicated to the population through loudspeakers by police and rescuers,” the head of the department stressed.

Igor Klymenko noted that the protection of critical infrastructure is now a priority. So under the protection of the National Guard there are 113 such objects of regional and local importance. And the units of the security police took over 8,300 critical infrastructure facilities and the provision of livelihoods of the population.

“Separately, I want to emphasize the importance of ensuring the full functioning of shelters for the population. Every Ukrainian should have access to a safe shelter. And we, as representatives of the central and local authorities, must have an understanding on this issue, because the safety of citizens will depend precisely on the effectiveness of our cooperation,” the Minister of Internal Affairs added.

Coordination of forces is an important condition for operational response. Therefore, the Ministry of Internal Affairs creates a Coordination Headquarters for faster interaction during the elimination of emergencies. At the central level, the headquarters will be based in the Center for Analytics and Forecasting, and in the regions - in the Situation Centers of the Ministry of Internal Affairs. The headquarters will include representatives of local authorities.
