System 112 will work in Ukraine next year, - Igor Bondarenko

The Ministry of Internal Affairs is undergoing a process of radical change in the approach to the implementation of emergency communications. It is an alternative to the telecommunications infrastructure inherited by the department from Soviet times under the well-known brands “101”, “102” and “103” and was built through switching mainly by cable network.

Deputy Minister of Internal Affairs of Ukraine Igor Bondarenko told about the progress of the introduction of this and other innovations in an interview with the online publication “Obozrevatel”.

“The problem is well illustrated by the example of the city of Chernihiv surrounded by Russian troops. Due to active hostilities, the ground part of the telecommunications infrastructure was significantly damaged. As a result, the communication of emergency services with the population was lost, people could not get anywhere, because the order of certain switches was broken and the connection simply did not occur. Police and the State Emergency Service officers were forced to print their mobile phone numbers on the sheets and paste them around the city, so that at least somehow people could provide information about something,” the official explains one of the important reasons why it is worth accelerating the implementation of the 112 system.

In particular, one of the fundamental principles of the new mechanism is centralized call switching, its innovative service logic. Currently, the restructuring of the technical component is underway: a change in the principle of routing emergency calls, which will not depend on the terrestrial communication infrastructure that will connect the centralized core. The on-site dispatcher will determine the forces and means of response according to a clear methodology when he receives a summarized information card of the event.

It is important that the implementation of 112 is one of Ukraine's obligations under the Association Agreement with the EU and the proven practice of the European standard of work.

“This year, the experimental operation of the system will begin in Kyiv and the Kiev region, and next year we plan to scale the result as quickly as possible in other regions. On December 30, 2022, amendments to the relevant law will enter into force, which will allow the launch of System 112 in “pilot” regions. In addition, the Cabinet of Ministers approved a plan of measures to deploy System 112 by 2024. The ultimate goal is to ensure the provision of emergency assistance to the population according to the principle of a single window through an uninterrupted communication channel to all emergency services,” the Deputy Minister of Internal Affairs of Ukraine outlined the stage of implementation of this program.
