What is the e-driver's license and E-certificate of vehicle registration?
Digital copies of documents that give the right to drive vehicles, such as driver's license and vehicle registration certificate, are automatically pulled into “Action” upon receipt of physical documents. However, from now on, Ukrainians can use a digital document without having a physical one.
What exactly is changing?
Therefore, the driver's license or vehicle registration certificate in the “Action” application does not just become equivalent to physical documents, but can completely replace them. That is, an E-driver's license and an E-certificate of registration of a vehicle without manufacturing on a plastic sheet appeared.
These documents on the principle of digital first can be the only ones available to the driver and the owner of the vehicle. That is, these valid documents in Ukraine may not have physical plastic counterparts.
When will it happen?
Registration of electronic certificates of registration of vehicles will be implemented in practice when the re-registration of the vehicle is launched online in the “Action” application and through the Driver's Electronic Cabinet. That is, in September 2023, as announced by the Minister of Internal Affairs of Ukraine Igor Klymenko.
Registration of a driver's license in electronic format appeared from May 23, 2023. The possibility of obtaining an exclusively electronic document — without using a plastic driver's form — is available both when receiving services offline in the service center of the Ministry of Internal Affairs, and when ordering online through the “Action” or the Driver's Electronic Cabinet.
Such e-cards of drivers without the use of physical forms will have their own series and numbers. If the driver expresses a desire to receive a plastic document, then it will not be in the format - he visited the service center of the Ministry of Internal Affairs and printed it out. This will be a full receipt of driver exchange services, with photography, with payment for forms and administrative services.
Exchange of e-cards for physical ones will take place offline in the service center of the Ministry of Internal Affairs, as well as when ordering online.
