On February 23 of this year, the Parliament adopted in the first reading the draft law “On the right to civilian firearms”. After the invasion of the Russian Federation, many people had a more conscious request for armed self-defense. Therefore, this document has been thoroughly refined.

According to the Deputy Minister of Internal Affairs of Ukraine Igor Bondarenko, which he expressed in an interview with the online publication “Obozrevatel”, this law will be adopted in the near future. From then on, the gun registry should work.

The main thing that will happen then is a change in the organizational model of state regulation of this sphere. The Ministry of Internal Affairs will automate and depersonalize this activity as much as possible, reducing the bureaucratic component.

“People will not walk around institutions with papers, everything will happen remotely. The necessary checks will be carried out automatically, the person will be identified with the help of CAP, “Actions”, etc., in order to submit an application. The result of the consideration of the application and the decision will also be notified after it is fixed by the registry. And when a citizen with a passport comes to a gun store, the seller, as a subject of the same registry, will be able to get acquainted with the status of the client and the authorization to purchase weapons. Also in the register there will be information about the weapon - from the moment it enters the warehouse of the store, when it is still depersonalized. In the store, she will receive her master and unique attributes. For older people who find it difficult to use electronic services, an application for permission can be generated by a representative of the store who has access to the registry. While the pensioner chooses the goods, the seller will go through all the stages of the permitting procedure,” the Deputy Minister of Internal Affairs explained schematically how the modern service, operating within the framework of the register of weapons, will work.

Thus, the Ministry of Internal Affairs, as Igor Bondarenko noted, frees police officers from performing atypical and erratic tasks, introduces in fact a more effective system of control over the circulation of weapons, adding a component of really confirmed training there. Currently, the development of a flexible risk model is underway, which will help to establish comfortable control conditions for all participants in the arms circulation process.
