Training of future police officers should take place taking into account wartime experience — Denis Monastyrsky

This was emphasized by the Minister of Internal Affairs of Ukraine today, December 1, during the opening of the practice-oriented seminar “Peculiarities of activities of police bodies and units in the conditions of armed aggression of the Russian Federation”.

The leaders of the leading departments that provide training for police officers take part in the two-day event with the participation of the leadership of the Ministry of Internal Affairs, the National Police and the institutions of higher education of the Ministry of Internal Affairs. The main purpose of the seminar is to familiarize with the peculiarities of the police activity in countering the armed aggression of the Russian Federation, documenting war crimes committed by representatives of the aggressor state, and carrying out stabilization measures in the de-occupied territories of Ukraine.

As the head of the Ministry of Internal Affairs emphasized, such events should be carried out regularly, since the experience gained by the police in the conditions of war should be taken into account in the training of future law enforcement officers, especially those who will work in the de-occupied territories.

“On the tenth place of the war, the fundamental position of the Ministry is that the Ministry of Internal Affairs should fully cooperate with the National Police, practical units should provide maximum assistance to the training of cadets, to the improvement of the qualifications of police officers. Now there are an extremely large number of challenges: new sides of law enforcement activity with completely different scales are opening up. Therefore, such close contact with specialists working directly in the fields should give you, the management and teaching staff, and through you — and the cadets, a sense of reality, which is important for training personnel for law enforcement agencies,” Denys Monastyrsky noted, addressing the participants of the seminar.

At the same time, Deputy Minister of Internal Affairs Kateryna Pavlichenko expressed gratitude to the leadership of the National Police for the initiative and assistance in the implementation of the practical element in higher education institutions of the Ministry of Internal Affairs.

“I am convinced that thanks to such events as visits to de-occupied territories and as today's seminar, we will be able to synchronize the work of practical police units and higher education institutions of the system of the Ministry of Internal Affairs. The quality of education is what is really important now. The involvement of specialists of different units and levels will positively affect the quality of training of future police officers,” said Kateryna Pavlichenko.

In turn, the head of the National Police Igor Klymenko added that the military reality requires the creation of a new model of training law enforcement personnel, where theory and current practice should be as close as possible.

“The war changed everyone. The police are no longer what they used to be. Therefore, it is impossible to teach a new generation only from textbooks of the pre-war period. They must understand the experience that our investigators, forensics, explosives technicians, operatives, employees of the prevention unit and, in general, specialists in all areas receive. And cadets should be ready for the challenges that will come before them after graduation,” Igor Klymenko emphasized.

During the two-day practice-oriented seminar, participants will get acquainted with changes in the tasks and directions of police activity in connection with the full-scale aggression against Ukraine. There will also be a presentation of modern technical means, techniques and methods of activity used by the police during the pre-trial investigation of criminal offenses and the implementation of operational-search activities.
