Exchange of experience in the field of civil protection: Ukrainian SNSNIs arrived with a visit to Lithuania

The work of Ukrainian experts in Lithuania is the result of the agreements of the Ministers of Internal Affairs of Ukraine and the Republic of Lithuania Igor Klymenko and Agne Bilotaite.

During two days, representatives of the State Emergency Service of Ukraine will share their experience with officials from Lithuania, Latvia and Estonia on organizing the work of the alert and information system of the population, mass evacuation and arrangement of shelters.

“I am delighted with the comprehensive cooperation with Ukraine, not only on a political, but also on a practical level. Today, our government officials have a unique opportunity to hear first-hand about Ukraine's experience and get very valuable information, which we will use to strengthen civil protection and preparedness for threats in Lithuania,” said Minister of Internal Affairs of the Republic of Lithuania Agne Bilotaite.

Thus, during the seminar, countries presented their civil protection systems and discussed such important elements as the use of sirens and information messages to alert the population, algorithms for mass evacuation and the installation of shelters to protect against dangers from the air.

In turn, Ukrainian emergency workers told what adjustments the full-scale war has made to the system of civil protection.

In particular, Vasyl Zavodyuk, Deputy Head of the Department of Alert, Telecommunications and Information Technologies of the Department of Organization of Civil Protection Measures of the State Emergency Service of Ukraine, spoke in more detail about new methods of informing the civilian population about threats of a military nature and the organization of a system of protective structures of civil protection, including the creation of a shelter map in the “Action” app.

He also informed the partners about the peculiarities of the evacuation of civilians during hostilities.

“Ukraine's experience in organizing a population alert system and providing shelters is now unique. Our country, due to the war unleashed by Russia, faced challenges unprecedented in Europe for decades. Considering the threat posed by Russian aggression to the whole free world, we are ready to share all the achievements with our friends and partners,” said Vasily Zavodyuk.

Representatives of Lithuania, Latvia and Estonia also presented their current initiatives to strengthen civil protection in today's conditions, in view of possible threats and agreed on directions for further cooperation between the countries.

Recall that on April 13 in Lviv, the Head of the Ministry of Internal Affairs of Ukraine Igor Klimenko held talks with the Ministers of Internal Affairs of Lithuania, Latvia and Estonia. The parties discussed such issues as mineworthiness of Ukraine, border security, creation of a safe educational environment, migration issues, arms control, and civil protection.

During the official visit, the Minister of Internal Affairs of Ukraine Igor Klymenko introduced partners to one of the bomb shelters in the city of Lviv, which can accommodate up to 300 people. Modern communications have been carried out in it and various areas have been equipped, in particular for children and recreation.

Also, the Heads of Internal Affairs of the Baltic States got acquainted with the work of the Lviv Contact Center of Service 112, which helps to quickly respond to various types of emergencies. As you know, it was Estonia and Lithuania that provided Ukraine with advice on the development of the 112 system.
