The National Police conducts investigative actions in the case of embezzlement of budget funds during the purchase of apartments in Kiev
Authorized searches are carried out in the office premises of several enterprises, including in Kyivmiskbud, and at the places of residence of persons who may be involved in the crime.
According to the investigation, officials organized a scheme for appropriating budget funds of the territorial community of the city of Kyiv, allocated for financing the program “Economic and Social Development of the City of Kyiv 2021-2023”.
To do this, inaccurate information regarding their cost was entered into the documents on the purchase of apartments for budget funds. In the future, real estate was sold through controlled investment funds with tax benefits for the theft of budget funds, funds of citizen-investors in construction (pseudo-investors under previous contracts) and their subsequent withdrawal abroad to the accounts of controlled offshore companies.
Criminal proceedings are investigated under several articles: 191 (Appropriation, embezzlement of property or possession of it by abuse of office), 366 (Counterfeiting), 209 (Legalization (laundering) of property obtained by criminal means), 222 (Fraud with financial resources), 358 (Forgery of documents, seals, stamps and forms, sale or use of forged documents, seals, stamps) and 366 (Service forgery) of the Criminal Code of Ukraine.
