The attackers illegally imprisoned a 16-year-old teenager at the time in a temporary detention center and conducted brutal interrogations, forcing the guy to provide information about Ukrainians with an active civic position, members of the PLO.

On the territory of Kharkiv region, law enforcement officers found 28 torture victims. Most of these places were recorded in the cities of Izyum, Kupyansk, Balakliya and Volchansk. According to these facts, police investigators are investigating 10 criminal proceedings.

The largest torture was recorded in the city of Kupyansk. More than 150 people were held there at the same time. Although this room is designed to hold only 45 people. Currently, the police have 77 victims in criminal proceedings.

Almost all of the “detainees” were electrocuted and beaten, some were there for more than 100 days. The occupiers did not take into account the gender of the citizens. Everyone was treated with contempt, everyone was beaten and everyone was tortured.

In August 2022, unknown men dressed in military-style tactical clothing, wearing balaclavas, carrying automatic firearms, forcibly put a 16-year-old boy in a car and brought to the premises of the temporary detention center of the Kupyansk police department.

The guy was illegally imprisoned. The three executioners, threatening to massacre the teenager and his loved ones, forced him to squat, push off the floor, put a gas mask on his head with the airway blocked and beat him.

According to the victim Arthur, in this way the attackers forced him to provide information about Ukrainians with an active public position, hunters, participants of the PLO. The minor was restricted in food and water, illegally kept in a cell for 16 days along with other “detainees”.

Julia, who is Arthur's guardian, tells how she came to the torture house every day, brought the boy food, water, warm clothes, blankets. However, almost none of this reached Arthur. The woman tried to convince the Russian invaders that the boy was a minor and he could not be detained. However, everything turned out to be in vain.

After 16 days, the teenager was released, but was forced to come daily to the police department to “work out”. Arthur recalls how on foot from a neighboring village he walked to Kupyansk, where the attackers forced him to disassemble rubble, wash Russian military vehicles, remove garbage, wash dishes in their kitchen, and lay firewood. It was not until September 8, when the city was de-occupied, that he finally liberated himself.

In the course of work on criminal proceedings, investigators established which of the Russian units were tortured in the room, found their photos. The guy recognized his abusers.

It turned out that three residents of Kupyansk district 28 and 32 years old were involved in the crime, who crossed over to the side of the occupiers. The two men are former policemen who were dismissed from the ranks of the National Police for treason. They took up positions in the illegally created administration of internal affairs by the occupiers. The third is an unemployed local resident who helped the occupiers on his own initiative.

Investigators of the investigative department of the GUNP in the Kharkiv region under the procedural guidance of the Kharkiv Regional Prosecutor's Office informed three residents of Kharkiv region about the suspicion under Part 2 of Art. 28, Part 1 of Article 438 (violation of laws and customs of war) of the Criminal Code of Ukraine.

28 and 32-year-old former police officers were additionally notified of suspicion under Part 7 of Art. 111-1 (collaborative activity) of the Criminal Code of Ukraine. The suspect faces up to 15 years in prison.
