Igor Klymenko: “Buying and selling cars in Action is a request of society and a citizen who wants to live in a developed European country”

The Minister of Internal Affairs Igor Klymenko told about this in an interview for the Rada TV channel within the framework of the All-Ukrainian TV Marathon “United News”. The Minister also spoke about the work of the Ministry now and announced new projects on which the Department is working, in particular, on digitalization of the ministry's activities, changes in service centers, about the formed brigades of the “Guard of the Offensive”, about the Unified Register of Missing Persons and the Register of Weapons.

Despite the war, our life is digitized, does not stand still. Therefore, the Minister recently announced that in September 2023, together with the Ministry of Digital Transformation of Ukraine, the entire process of buying and selling cars will be transferred to digital format - in Action.

According to Igor Klymenko, in June this year Ukrainians will be able to register the purchased car directly at the car dealership.

“This is the request of society and the citizen who wants to live in a developed European country. In this case, digitalization comes to the rescue and the mentioned procedures for buying and selling a car are aimed at reducing the burden and reducing the temptation to the corrupt component of the process. Each citizen receives a technical passport and the corresponding license plate directly from the business entity, it is the business entity that communicates electronically with service centers. The next thing we did was cancel transit numbers that were printed in large numbers. To date, transit numbers can be obtained only if desired, for example, a citizen bought a car in Kiev, and wants to register in another city,” the Minister noted.

Also Igor Klymenko mentioned the work of service centers. “We analyzed the load on each regional service center, also considered citizens' complaints about passing theoretical and practical exams. Therefore, out of 148 service centers operating on the territory of our state, we leave 55”. In addition, he stressed that the classes for passing the exams will be modernized, equipped with cameras, as for the practical exam, then in 55 centers it is planned to update the machines, and also install cameras.

During the interview, the head of the Ministry of Internal Affairs told at what stage of formation the “Guard of Offensive” is now. “First of all, I want to repeat my thesis that each brigade that we are currently preparing is in places of deployment and on training grounds, it submits to the subordination of the defense forces. The plan of plans for offensives and defense is formed by the General Staff of the Armed Forces of Ukraine. They are guided by the decisions of the General Staff of the Armed Forces. If there is such a decision, our brigades will come to a certain point and, together with the defense forces, will take part in hostilities, in this case offensive, in accordance with the plan,” Igor Klymenko explained.

Regarding the comparison of the brigades of the “Guards of the Offensive” with the “Wagner” CHC, the Minister expressed his opinion: “If we compare with the “Wagner”, where people mostly left the places of imprisonment. And to compare with our volunteers who voluntarily went to fight, voluntarily agreed to undergo training and participate in combat actions, this is at least not correct in relation to each of our fighters. Secondly, these are people who are motivated as much as possible. And I thank everyone and everyone who volunteered to join the advance guard.”

As for the reserve, the agency cannot name the exact figure so far, since this is a voluntary formation. “We do not understand how many volunteers there will be or a thousand or two thousand,” the head of the Ministry of Internal Affairs stressed.

Also Igor Klymenko spoke about digitization and the creation of the Unified Center of Missing Persons. “Unfortunately, many civilians have been missing since the beginning of the large-scale invasion. Some were deported, some were killed. We cannot identify all of these bodies right now. To date, we have created a Register, which, firstly, will summarize all information about persons who have disappeared under special circumstances and will allow our citizens to either find the missing in the future or identify the bodies. Of course, every citizen will be able to get the appropriate extract from the Register. And already this extract gives legal grounds to count this or that person as missing, or to give hope to our citizens that their relatives will be found,” the Minister noted.

Regarding the Register for Gun Owners, the Minister said that it will be equally attractive and profitable for all, both for gun owners and for business entities. “We are talking about the security of people and the control of weapons, which with the war will become more and more on the territory of our country. To control, to account for the movement of weapons is very important for the state. After all, the state must guarantee the safe stay of its citizens on the street, in the house. Therefore, it is the duty of the state to take control of all weapons. As for legalization, here we are not talking, we are talking about the fact that the weapons that are in the hands of our citizens should be in a single database, so that every citizen, communicating with the permitting system, store, business entity, can clearly understand when the weapon needs to be checked, in what condition it is, so that he can safely buy through the digital service, order this weapon and send documents through the digital service. We want to make it easier for our law-abiding citizens to deal with law enforcement agencies and business entities and of course that a clear record of weapons guarantees us a very quick detection of a crime, in case such weapons are used by a criminal element,” the Minister of Interior explained.

Also, when asked about the digitization of the work of the department, the Minister added that the Ministry of Internal Affairs does not have a paper document flow. All documents are presented in a digital document flow. Security is handled by the relevant services. He stressed that there is not a single case of information leakage from the ministry, everything possible is being done to ensure that all information is reliably protected. “There is no bureaucratic red tape anymore, the execution of the order takes place after my digital signature,” Igor Klymenko said.
