500 days of opposition through the eyes of law enforcement and human rights defenders: the Ministry of Internal Affairs held an educational and scientific intensive

In Kyiv, on the initiative of the Department of Education, Science and Sports of the Ministry of Internal Affairs, an educational and scientific intensive “500 days of opposition through the eyes of law enforcers and human rights defenders” was held, at which an information edition was presented, which summarized the results of the work of employees and applicants for higher education of the Ministry of Internal Affairs system in the conditions of the military condition.

The event became the first large-scale educational and scientific platform, where problematic issues of functioning of state authorities in the most relevant areas were discussed, which is significantly complicated by Russia's active armed aggression against Ukrainian independence and territorial integrity.

Among the speakers and participants of the intensive were representatives of the Verkhovna Rada of Ukraine, the Supreme Court of Ukraine, the Office of the President of Ukraine, the Office of the Prosecutor General, the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine, the State Emergency Service, the State Border Service of Ukraine, the State Migration Service of Ukraine and educational institutions system of the Ministry of Internal Affairs.

The event was opened by the State Secretary of the Ministry of Internal Affairs of Ukraine Inna Yashchuk.

“The purpose of creating the publication was to show not only the heroic path of each university, but in general the system of higher education institutions of the Ministry of the Interior. 17 difficult months that all our institutions experienced, who stood next to our people, who helped, who guarded, who were relocated 3-4 times, but survived and stood out let's move on,” Inna Yashchuk noted. “Unfortunately, the publication also contains about losses. We have lost our teachers, our best graduates, education seekers, relatives, acquaintances, friends. This war is not about someone or somewhere, but about each of us. This is a war that hurts the heart.”

The participants of the event murmured for a moment of silence, those who gave in the name of today and the future of Ukraine the most precious thing — life.

In turn, the Director of the Department of Education, Science and Sports Alexander Tarasenko reported that despite the difficult situation in the country in the first months of the war, an uninterrupted educational process was organized in higher education institutions of the Ministry of Internal Affairs system, since the training of highly qualified specialists for the components of the security and defense sectors) and ensuring the normal functioning of the law enforcement system is crucial. Future policemen, guards, border guards and rescuers combined the educational process with the performance of combat tasks, carrying out a service for ensuring public safety and order, guarding the state border. A significant number of graduates of 2022 and 2023 from the first days of service provide a worthy rebuff to the armed aggression of the enemy, defending the sovereignty and independence of the Ukrainian State.

“Our information publication “500 days of inviolability: education in the system of the Ministry of Internal Affairs under the conditions of martial law” is a work that highlights the chronology of the Department of Education, Science and Sports of the Ministry of Internal Affairs, educational institutions belonging to the sphere of management of the Ministry of Internal Affairs, the National Guard and the central executive bodies whose activities are directed and coordinated by the Minister since the full-scale invasion,” Oleksandr Tarasenko said.

At the same time, Vyacheslav Medyanik, Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Law Enforcement Activities during his speech, stressed: “The whole country is proud of the system of the Ministry of Internal Affairs, because you are all heroes, you are all doing everything so that our victory is as soon as possible, so I would like to say that we are proud of you. The Verkhovna Rada of Ukraine and the Committee on Law Enforcement, in particular, will always be side by side with the Ministry of Internal Affairs and with all law enforcement agencies.”

He added that today the main priorities and challenges of the Verkhovna Rada are the formation of national legislation taking into account all the needs of both the Armed Forces of Ukraine and the law enforcement and security bloc. Amendments to the legislation are designed to improve the work of law enforcement agencies.

As part of the intensive, two panel discussions were held. The speakers of the first discussion panel “Threats to the Rights and Freedoms of Man and Citizen in Wartime: Practical Ensuring and Respect for Human Rights” discussed the following issues:

  • General overview of human rights observance and activities of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine during the war.
  • Invisible disappearance of persons under special circumstances: features of the office of the Commissar of the Ministry for Reintegration of Temporarily Occupied Territories.
  • Human rights practice in the National Police of Ukraine: Custody Records - the eyes and conscience of the police and citizens.
  • Protection in administrative courts of social rights and guarantees of children left orphans as a result of the war.
  • Anti-mine security of the person and mining of the territories of Ukraine by the enemy, as a global challenge.

The participants of the second panel discussion “Criminal Justice System in the Context of War: Challenges, Problems and Prospects of Overcoming” discussed the following topics:

  • Information board. Challenges and communication strategies of the Ministry of Internal Affairs in the period of full-scale war.
  • The work of the Office of the Prosecutor General to ensure the unity of practice of countering crimes committed in the context of armed conflict.
  • Interpretation and application of Article 438 of the Criminal Code of Ukraine: problems and ways of overcoming.
  • Forensic features of examination of the place of mass burial, shelling and places of torture of persons.
  • Countering and preventing illegal migration and trafficking in human beings.

In particular, during the discussion of the second panel, the Director of the Department of Communications of the Ministry of Internal Affairs Mariana Reva spoke about the importance of communication during a full-scale war: “We did not just name our topic “Information Shield”, because we record a lot of threats that occur in the information space: disinformation, disappearance Ganda, IPSO. We need to understand what narratives from our side need to be communicated to the population, including our colleagues, so that everyone can resist the current hybrid threats from the Russian Federation.”

The spokeswoman of the Ministry of Internal Affairs stressed that at the beginning of the full-scale invasion, due to properly built effective communication, it was possible to avoid mass panic and chaos among the population. Official social networks helped to promptly inform the population about the current situation, which formed trust in law enforcement agencies and law enforcement agencies.
