UAH 1.5 million in losses: the chief accountant of one of the lyceums of Kharkiv region was informed of suspicion
The attacker rejected the most economically advantageous offer for the overhaul of the educational institution, which caused considerable losses to the state.
Within the framework of the pre-trial investigation, the police established that the chief accountant of the public institution, appointed by the authorized person for public procurement, decided to conduct an open bidding procedure for the overhaul of the utility.
On the official web portal of the authorized body, an announcement was published on the holding of open tenders for the procurement of the production of project and estimate documentation for the overhaul of the lyceum.
Two participants were often admitted to the procurement: one with a price offer of UAH 2,400,000, and the other with a price offer of UAH 3,830,000 million. Instead, the authorized person rejected the most economically advantageous offer and transferred funds in the amount of UAH 3,830,000 to a private enterprise for the production of project and estimate documentation.
According to the results of the forensic and economic examination, the chief accountant caused losses to the state in the amount of 1,430,000 hryvnias.
Investigators informed the 59-year-old woman about the suspicion of committing a crime under Part 2 of Art. 364 (abuse of power or official position) of the Criminal Code of Ukraine. The sanction of the article provides for imprisonment for a period of 3 to 6 years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to 3 years, with a fine of five hundred to one thousand non-taxable minimum incomes of citizens.
Procedural management is carried out by the Kharkiv District Prosecutor's Office of Kharkiv Oblast (Region).
