Report on periodic monitoring of the effectiveness of the Resolution of the Cabinet of Ministers of Ukraine of March 10, 2017 No. 141 “On Amendments to the Decisions of the Cabinet of Ministers of Ukraine No. 137 of January 30, 2012 and of May 31, 2012 № 512”

Resolution of the Cabinet of Ministers of Ukraine of March 10, 2017 No. 141 “On Amendments to the Decisions of the Cabinet of Ministers of Ukraine No. 137 of January 30, 2012 and No. 512 of May 31, 2012" (hereinafter — the regulatory act).

3. Objectives of the adoption of the act

The main objectives of the adoption of a regulatory act are:

ensuring a qualitative and objective process of checking the technical condition of vehicles by the subjects of compulsory technical control of vehicles (hereinafter — the OTC subjects);

prevention of violation by the subjects of OTC legislation in the field of mandatory technical control;

the impossibility of issuing protocols for checking the technical condition of vehicles without carrying out such a check.

 

4th. Deadline for the implementation of measures to re-track the effectiveness of the regulatory act

Implementation of measures to track the performance of the regulatory act was carried out in the period from May 24, 2020 to May 24, 2021.

6. Methods for obtaining tracking results

To conduct periodic monitoring of the effectiveness of the regulatory act, a statistical method of obtaining results was used.

The results of tracking the regulatory act are obtained on the basis of the analysis of information transmitted by OTC subjects by comparing statistical data.

A high level of awareness was ensured by posting a regulatory act on the official website of the Ministry of Internal Affairs of Ukraine.

9. Evaluation of the possible results of the implementation of the regulatory act and the degree of achievement of the specified goals

According to the results of periodic tracking (compared with the results of basic and repeated tracking), there is a dynamic increase in the amount of information transferred by OTC subjects to the Unified State Register of the Ministry of Internal Affairs.

In particular, its implementation contributed to ensuring the objectivity of inspections of technical condition of vehicles by OTC subjects, improving the quality of such inspections, as well as preventing violations by OTC subjects of legislation in the field of mandatory technical control and making it impossible to issue protocols for checking the technical condition of vehicles without such verification.
