In accordance with Articles 9, 13 of the Law of Ukraine “On the Principles of State Regulatory Policy in the Field of Economic Activity” (hereinafter — the Law), in order to receive comments and suggestions from individuals and legal entities, their associations, the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine on the Exercise of Compliance Control” is published by carriers of the requirements of legislation and regulations on road transport” (hereinafter referred to as the draft act), explanatory note, comparative table and analysis of its regulatory impact.
The developer is the Ministry of Internal Affairs of Ukraine.
The draft act is aimed at creating adequate and high-quality conditions to preserve the life and health of people, improve the state of road safety, reduce the number of traffic accidents, save from destruction and destruction of public roads, reduce the cost of maintenance and repair of the road surface, which, in turn, contributes to will also significantly save money of the State budget of Ukraine.
The main objective of the development of the draft act is to resolve the issue of control over compliance with legislation by freight and passenger carriers, to establish effective mechanisms for carrying out dimensional and weight control of vehicles, in particular, to identify violations of the dimensional and weight parameters of vehicles in traffic, and to implement measures on the purpose of further termination of such violations. The draft law provides for the designation of the National Police of Ukraine as the competent authority in the field of road transport.
