The Ministry of Internal Affairs of Ukraine conducts electronic consultations with the public on the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for the Implementation of Wholesale and Retail Trade in Vehicles and their Component Parts with Identification Numbers on the Settlement of the Procedure for Commissions Trading in Transport by means” (hereinafter referred to as the draft resolution), published on April 18, 2024 in the subsection “Draft regulations” of the heading “Normative base of the Ministry of Internal Affairs” of the official web portal of the Ministry Internal Affairs of Ukraine.

The implementation of the draft resolution will apply to:

• individuals who transfer their own vehicles for sale to entities engaged in commission trade in vehicles;
• business entities that carry out commission trade in vehicles.

Implementation of the draft resolution for these social groups of the population and interested parties:

• ensure the need for individuals to submit a document confirming the value of the vehicle to conclude a purchase and sale agreement with business entities that commission trade in vehicles and, accordingly, are tax agents.
• ensure that business entities engaged in commission trade in vehicles enter into the electronic register scanned copies of the originals of documents on the valuation of a vehicle or a document on its average market value;
• will make it impossible to deliberately undervalue vehicles owned by individuals during the sale of such vehicles by entities engaged in commission trade in vehicles.
